Our Leadership team support the Chief Executive in answering our Island’s biggest questions, with their decisions touching Islanders' lives every day, and creating trust in our public service. Our Chief Officers are a collaborative team holding responsibility for specific areas of the public service which span from our Island's infrastructure and environment, to our finances and our health provision.

Supported by Group Directors and Heads of Service, our leadership team are the guardians of corporate governance of the public service and ensure appropriate colleague management and sound financial control.

Dedicated to continuously improving and driving innovative approaches to providing our Island with a progressing, trusted public service, the challenge is constant and the daily work is unrivalled in terms of impact and complexity, making a difference every day.

Board and Trustee appointments

Governing our public service and ensuring the best delivery possible for Islanders through robust assurance.

Public service is just that; serving our Islanders in the best way possible, utilising resources well, making sound decisions and complying with regulation and legislation.

And we need people to give our Islanders comfort that this is happening. To allow this, the public service has a number of boards that ensure sound governance and control exists over all areas of public service, and that the direction of travel is aligned with the Common Strategic Policy.

These boards span from the Risk and Audit Committee, Fiscal Policy Panel, Health and Care Jersey Advisory Board, Jersey Care Commission, Jersey Appointments Commission and the Jersey Police Authority.

The majority of our boards require a commitment of approximately one day a month and offer the chance for people to use their skills, knowledge and experience, often from outside public service, to ensure assurance is given to Islanders.

Prison Governor

Role information:

Jersey has a proud record of public safety and a reputation as a secure community. The Prison Governor for Jersey is a challenging yet highly rewarding role, providing the opportunity to make a significant impact on individuals' lives and play a pivotal role in the coordinated delivery of justice in the Island. 

The States of Jersey Prison Service is committed to providing a secure and safe facility where staff are supported. The facility houses an average of 140 prisoners at one time with capacity for up to 200 prisoners. The prison can accommodate all types of crime, security category, age, and gender of prisoner, and provides a safe and secure environment for all who live and work there.

The autonomous position involves managing a diverse team and working directly with the Chief Officer of Justice and Home Affairs as well as the Minister for Home Affairs. As Prison Governor, you will work with many partners and stakeholders from social to healthcare workers, the UK Prison Service, Children Services, health professionals and the Courts. The opportunity will suit an experienced and diligent senior management professional seeking a fresh opportunity with a specific focus on continuing the efforts of reducing reoffending in the Island, supporting rehabilitation and reintegrating people into society to release better neighbours.

Climate Council Members

Independent Climate Council

Role information:

We’re recruiting up to five Climate Council members for approximately five days during Q4 2025 and Q1 2026. 

The Climate Council will report on Jersey’s progress on both reducing GHG emissions and on the Government of Jersey’s delivery of the Carbon Neutral Roadmap to provide accountability and continuity of ambition.

The Climate Council is required to independently prepare a report to the States Assembly (Jersey’s elected parliament).

Members of the Climate Council will be tasked with assessing the implementation of the agreed Carbon Neutral Roadmap, progress towards Jersey’s emissions reduction targets and the provision of advice regarding how best the Island should apply its resources to achieve its ambitions. In the course of this undertaking, the Council may not depart from the accepted scientific basis for climate change as a consequence of human activity, nor the necessity of science-led emissions reduction measures to limit global warming, in accordance with the Paris Agreement.

The work of the Climate Council may include:

  • Providing independent science-based advice on setting and meeting carbon budgets and preparing for climate change
  • Monitoring progress in reducing emissions and achieving carbon budgets and targets and recommending actions to keep Jersey on track
  • Conducting independent analysis into climate change science, economics and policy where such information cannot be transposed from other peer reviewed scientific research or analysis
  • Engaging with a wide range of organisations and individuals to share evidence and analysis
  • Advising on Carbon Sequestration initiatives that would be applicable to Jersey

Appointed Climate Council Members will be responsible for:

  • Participating in all meetings of the Climate Council (online and in-person)
  • Bringing their subject-matter expertise to consideration of the evidence examined by the Panel
  • Working with other Council Members to compile the report on Jersey’s progress in reducing GHG emissions and implementing the CNR
  • Developing recommendations for the Government of Jersey in taking forward the CNR and progress towards emissions reduction targets
  • Participating, as required by the Chair, in communicating the Council’s findings and final report

Essential skills and knowledge:

Members must ideally possess the following skills, experience and knowledge:

  • Undergraduate degree or equivalent experience (five+ years) in a subject relevant to one or more of the following fields: energy; economics; climate technology; income inequality and just transition issues; carbon sequestration; climate science and/or policy
  • Able to demonstrate strong research/report writing and analytical skills and academic rigour
  • Decision making – ability to examine and review complex information and make informed decisions drawing on a wide range of sources
  • Performance and quality assurance – experience of overseeing or reviewing the quality of an organisation’s services or performance
  • Challenge and influencing – ability to challenge constructively and influence decisions within the Council or key stakeholders
  • Communication and engagement– ability to communicate effectively and engage with partners and key stakeholders
  • Commitment as a public office-holder to discharging their role in accordance with the Seven Principles of Public Life (also known as the Nolan Principles): selflessness, integrity, objectivity, accountability, openness, honesty and leadership
  • Commitment to work within the agreed remit of the Council

Desirable skills and knowledge:

Members should ideally possess the following skills, experience and knowledge:

  • A postgraduate qualification or equivalent experience (10+ years) in a subject relevant to one or more of the following fields: energy; economics; climate technology; income inequality and just transition issues; carbon sequestration; climate science and/or policy
  • Hold membership with a relevant accredited professional body (ideally at Fellowship level or equivalent)
  • Prior experience and recognition of the challenges facing a smaller jurisdiction
  • A good understanding of the operation of government and/or public bodies
  • Demonstrable expertise at understanding how complex political landscapes operate
  • An understanding of climate change policy and its delivery, in Jersey or elsewhere
  • Prior experience of assessing the efficacy of emissions reduction measures as part of an independent body

Disqualifications for appointment:

An individual cannot be appointed if they, during the period of five years preceding their appointment, have been:

  • a States’ employee
  • a member of the States Assembly
  • a lay or co-opted member of any of the States Assembly bodies permitted to lodge a proposition under Standing Order 19
Or, has at any time previously been the holder of an office listed in Schedule 1 of the Employment of States of Jersey Employees (Jersey) Law 2005

Remuneration:

The day rate for all Council Members is £500

Commissioner

Jersey Gambling Commission

Role background:

The Jersey Gambling Commission is the statutory body responsible for the regulation and supervision of the Island’s gambling services industry. The Commission is currently working with the Government of Jersey on a process to transfer the responsibility for liquor licensing from the Courts to the Commission. This process has been subject to a public consultation, but the decision to proceed will be one made by the States Assembly in the latter half of this year. Applicants to the Board should therefore be content to receive this wider mandate should it be approved.

The current Guiding Principles set out in the Gambling Commission (Jersey) Law 2010 will also be broadly applicable to licensing insofar as any services provided:

  • should be conducted responsibly and with safeguards necessary to protect children and vulnerable people;
  • should be regulated in accordance with generally accepted international standards to prevent fraud and money laundering, and should not be permitted to be a source of crime; and
  • should be verifiably fair to consumers of those services.

Role information:

The Commission is currently seeking to fill two positions on the Board of Commissioners.

The Commission’s governing Board consists of a Chair and currently two other Commissioners, one of whom is also Chief Executive. The Board is required by statute to include a balance of persons with experience of the type of services supervised by the Commission, or regulation of other activities that are regulated in a similar manner, such as financial, legal or other aspects of management of bodies similar to the Commission. It also provides for those who have experience similar to the action to be taken under the social responsibility function and, more broadly the social conditions in Jersey.

The Commission is mindful of the need for board diversity to represent as well as possible the public interest in the Island. The Chair is therefore seeking to recruit someone with a proven track record in either the hospitality sector, or with good corporate governance experience. Commissioners are required to be individuals of authority and integrity, who contribute to the professional standing of the Commission and the high reputation of Jersey as a jurisdiction. An applicant’s qualifications and experience should be such as to enable their contribution to serve the statutory aims of the Commission. Experience as a non-executive director would be an advantage.

Length of term and commitment required:

The appointment will be from three to up to a five year term and may be renewed subject to the necessary approvals.

Commissioners are expected to attend quarterly Board meetings in Jersey, together with pre-licensing and licensing hearings or ad hoc meetings that may arise from time to time.

In the event that liquor licensing becomes a responsibility of the Commission, the award of licences will be made by the executive, with the Board sitting as an Appeal Body. The total commitment required is therefore subject to these legislative changes progressing, but is not expected to exceed twenty four days per year.

We wish to recruit 4 panel members.
