Board and Trustee appointments
Governing our public service and ensuring the best delivery possible for Islanders through robust assurance.
Public service is just that; serving our Islanders in the best way possible, utilising resources well, making sound decisions and complying with regulation and legislation.
And we need people to give our Islanders comfort that this is happening. To allow this, the public service has a number of boards that ensure sound governance and control exists over all areas of public service, and that the direction of travel is aligned with the Common Strategic Policy.
These boards span from the Risk and Audit Committee, Fiscal Policy Panel, Health and Care Jersey Advisory Board, Jersey Care Commission, Jersey Appointments Commission and the Jersey Police Authority.
The majority of our boards require a commitment of approximately one day a month and offer the chance for people to use their skills, knowledge and experience, often from outside public service, to ensure assurance is given to Islanders.
Commissioner, Jersey Appointments Commission
About the Role:

The Jersey Appointments Commission (JAC) is the independent body established to oversee recruitment of senior roles across the Jersey Public Service and independent bodies approved by the Government of Jersey.
The JAC ensures appointments are made on the basis of merit and in line with best practice in recruitment. Commissioners provide independent advice and ensure robust processes are followed for senior appointments to the public service and to senior members of approved independent bodies.
We are seeking island-based candidates with a track record of achievement in their own field in the public, private, academic or voluntary sectors. Candidates must be able to command the confidence and respect of key public service stakeholders, and senior members of those independent bodies that receive public funding, exercise statutory powers on behalf of the Government, or have a significant public profile because of the nature of their responsibility.
The Commissioner will have oversight of the following:
- Agree the timelines associated with the recruitment process
- Approve the composition of the selection panel
- Role descriptions and person specifications
- Approve advertisements and supporting materials, including recruitment packs
- Oversee a fair and transparent selection process for the appointment of any search agency
- Lead the shortlisting process, chairing both longlisting and shortlisting meetings
- Oversee the selection of assessment methods, including interviews; chair interview panels while maintaining impartiality by not participating in final candidate voting
- Undertake audits of recruitment processes where appointments have been made without direct oversight
- Promote and uphold the principle that appointments to the Jersey Public Service and approved independent body roles are made on merit, following fair and open competition

Commitment
Commissioners are part-time and we are looking for someone who can commit 15 to 20 days per annum.
Commission meetings are scheduled to take place every six weeks, although Commissioners meet more regularly as required.
Commissioners have a variable portfolio of recruitment activity.
Terms of appointment
Commissioners will normally be appointed for a term of office between one and four years, renewable for a further period(s) up to a maximum of 9 years.
Nominations to the Jersey Appointments Commission will be submitted to the States Assembly through a Report from the Chief Minister.
Commissioners will be paid on an honorarium basis of £8000 per annum.

Deputy Chair – Employment and Discrimination Tribunal
About the Role:

The Tribunal Service is pleased to invite applications for the role of Deputy Chair, Employment and Discrimination Tribunal (EDT).
The EDT deals with claims brought under the Employment (Jersey) Law 2003, Discrimination (Jersey) Law 2013 and the Employment Relations (Jersey) Law 2007. More information on the role of the EDT can be found at www.courts.je.
Deputy Chairs are appointed for a 5-year term by the Minister for Social Security following a process overseen by the Jersey Appointments Commission. The appointment can be extended for a second term of 5 years.
The role of the Deputy Chair is to deal with individual cases from admission through to a final hearing. The Deputy Chair sits as a sole judge or in discrimination cases as part of a panel of 3 members.
Administrative assistance for cases is provided by the EDT Registrars.
Hearings last for between 1 and 5 days although most hearings last for 1 to 2 days. Judges are required to finalise the judgment within 6 weeks of the final hearing.
The anticipated workload of a Deputy Chair is 30 days per year.
Remuneration is £800 per sitting day. There is no additional payment for writing a judgment. There is some additional payment for administrative work done outside a formal hearing. The role is categorised as Class 2 for social security purposes.
Conflicts

A candidate who has worked for the States of Jersey in the last 3 years either as an employee, consultant or other self-employed basis is unlikely to be selected for interview due to the conflict position. Candidates who have worked for the States in the last 10 years should consider the Conflict Guidelines carefully.
Candidates who work in large multi-jurisdictional firms should also consider the conflict position before applying.
Other employment
Candidates who are employed elsewhere must ensure that their employer will permit them to take time off to undertake their judicial duties. Deputy Chairs are not permitted to adjourn hearings due to their own availability other than in exceptional cases. It is expected that hearings in the EDT will take priority over other legal work unless there is a clash with a hearing in the Royal Court or Court of Appeal that cannot be avoided.
Key duties
- Commit to hearing dates up to 3 months in advance.
- Prepare for hearings including dealing with any associated applications e.g. additional evidence, adjournment.
- Keep a detailed note of all hearings.
- Administer cases and hearings in accordance with the overriding objective.
- Provide guidance to lay panel members.
- Keep up to date with relevant legislation and decisions of the EDT.
- Reach sound judgments in accordance with the law and in a fair, unbiased and impartial manner.
- Be respectful to the views of the lay panel members and support them in their role.
- Liaise with the Registrars to ensure effective management of the EDT. Deputy Chairs are expected to respond to emails within one working day of receipt.
- Prepare orders and judgments in a timely manner. Orders must be sent to the parties within one day of a directions hearing. Final judgments must be sent to the parties within 6 weeks of the final hearing.
- Be available to attend most hearings in Jersey. Remote attendance via video-link is possible for occasional shorter hearings.
Qualifications
A current certificate to practice as a lawyer in a common law jurisdiction. A minimum of five years' post-qualification experience in a litigation role.
Knowledge, experience and skills
- Experience of judicial process and procedure in the EDT or another court that operates in a similar way.
- Knowledge of key employment rights and the principles of discrimination law. A detailed knowledge of the law is not a pre-requisite for appointment if the candidate has appropriate court room experience.
- Experience in applying conflict rules.
- An understanding of the obligation to provide reasonable adjustments to court users.
- Good listening skills and the ability to put court users at ease.
- Ability to analyse complex information and reach a rational determination.
- Ability to communicate with a wide range of court users with different levels of legal knowledge and from diverse backgrounds.
- Ability to explain complicated legal concepts to non-lawyers e.g. difference between direct and indirect discrimination.
- Ability to write clearly and concisely in a way that is understandable to lay people.
- An understanding of the necessity for discretion and confidentiality in relation to the work of the EDT.
- Efficient working both in relation to administrative tasks and producing judgments and orders.
- Ability to reflect on what has gone well and areas for improvement.

Chair, Assisted Dying Assurance and Delivery Committee

Chair, Assisted Dying Assurance and Delivery Committee
Following approval of Jersey’s Assisted Dying Law by its Parliament (the States Assembly) in February 2026, work has commenced on establishing the Assisted Dying Assurance and Delivery Committee which is tasked, in law, with the implementation and oversight of a safe, ethical and compassionate Assisted Dying Service.
We are seeking to appoint the inaugural Chair of this statutory Committee. Reporting to the Minister for Health and Social Services, you will provide visible, independent leadership to the Committee, overseeing the development and implementation of the assisted dying service and ensuring full compliance with the law and associated regulatory frameworks. You will guide the establishment of governance systems, training and professional standards, while ensuring quality, safety and compassionate care remain at the forefront. The role will involve working closely with government, clinicians, stakeholders and the wider community, navigating complex and often contentious issues with integrity and clarity. As the founding Chair, you will shape the Committee’s culture, build a high-performing membership and provide assurance on service delivery, performance and risk in a multi-stakeholder environment.
We are looking for an exceptional individual with significant Board or Committee level experience, ideally within health and care or similarly regulated environments, and a strong track record of leading complex, high-profile change. You will bring deep expertise in governance, assurance and compliance, alongside the ability to engage constructively with diverse perspectives on a sensitive issue. Independence, sound judgement and personal credibility are essential, as is the ability to lead with compassion, openness and resilience. You will be comfortable operating in ambiguity, able to balance ethical, legal and operational considerations, and committed to upholding public trust. Above all, you will have the leadership capability to build confidence among stakeholders and deliver a service that is safe, robust, respectful of individual choice and compliant with the assisted dying law.
