Housing, Environment and Placemaking team
Building a resilient and sustainable future for Jersey
In our Housing, Environment, and Placemaking team we lead on developing innovative policies that address some of the most pressing and complex challenges facing Jersey today. Our work spans key areas such as housing and regeneration, environment, climate change and the net zero transition, energy and sustainability, and spatial planning and placemaking.
We provide critical policy support to Ministers, working closely with the Policy team to deliver long-term strategies that make a tangible difference to Islanders' lives and protect our natural and built environment.

Our team focuses on shaping policies and strategies that tackle multi-dimensional, interconnected challenges, like the energy transition and developing a water strategy, ensuring Jersey is equipped for a sustainable and prosperous future. Key examples of our work include:

Official Analyst team
Protecting Jersey’s health, environment, and safety
The Jersey Official Analyst’s Laboratory is a vital service dedicated to safeguarding public health, the environment, and community safety. Our work spans critical forensic, environmental, and regulatory functions, ensuring the wellbeing of Islanders and the integrity of Jersey’s legal and health systems.
Making a real impact on our Island
Our team contributes to essential services, such as:
- Forensic analysis - supporting Customs and the police with drug analysis and toxicology, and providing postmortem toxicology services to the Deputy Viscount.
- Environmental testing - ensuring the microbiological and chemical safety of Jersey’s water sources, including private wells and boreholes, under the Water (Jersey) Law 1972.
Ensuring independence and integrity
The Official Analyst operates independently under legal protections provided by the Official Analyst (Jersey) Law 2022. This independence guarantees unbiased, professional assessments on matters of public health and safety, maintaining trust in Jersey’s critical systems.

Internships
Our summer internships provide an exciting opportunity to gain policy experience at the centre of the government here in Jersey. For six weeks you will work alongside experienced professionals and policy apprentices, getting an insight into projects and the working environment.
You will be able to contribute to workstreams and develop valuable skills and experience, as well as get a view of the interesting career options available across the public service.

Policy apprenticeship
Since 2022 we have been offering graduates an opportunity to start a career in policy development through a three-year apprenticeship delivered in partnership with King's College London.
Apprentices enjoy three year-long placements within teams across Jersey Public Service, developing experience across a range of policy areas whilst working towards a bespoke academic programme aligned to the UK Civil Service professional standards.

Professional development
We offer formal and informal learning opportunities to facilitate the acquisition of new skills and experiences for all colleagues - from peer knowledge sharing via webinar and workshops, to formal learning delivered internally and via external partners and providers.
There is a flexible postgraduate programme available from King's College London for mid-career policy professionals which can be accessed via stand-alone modules or by achieving certificate or diploma level learning.
