About us
Employment, Social Security & Housing (ESSH) brings together a wide range of front-line Government Services with a vision of making it easy for customers.
We are also responsible for delivering more services in the community and establishing a stronger relationship with Parishes and the voluntary sector. Employment, Social Security and Housing puts customers at the centre of everything we do and supports Islanders through almost all stages of life such as having a baby, moving to Jersey, getting married, looking for work or planning your retirement.

Here’s a flavour of some of our key functions:
Work and Family Hub+
We support families and working age customers, ensuring Income support, Student Finance, Contributions, Health benefits & allowances are there to support Islanders when they need them.

Back to Work+
We support Islanders who are currently seeking work with employment advice and support with CV writing, job applications and interview preparation. We also help customers who have barriers to moving into employment with tailored support and training.
Pensions and Care Hub+
We provide a variety of benefits and proactive services to pensioners and those receiving long-term care.
Business Hub+
We offer support for businesses with business licensing and employer contributions. We also provide proactive support to fill employment vacancies with Back to Work candidates.

Service Hub+
We provide a front of house service at Union Street, welcoming and triaging customers to the correct area of specialist support. Our team also give dedicated customer service on areas such as Registration Cards, Passports and Customs, and run the Government Cashiers service which covers a range of responsibilities, including paying out high value winning lottery tickets!
Hub Support+
Not only does Hub Support provide support to all services at Union Street, our team also acts as a fantastic introductory experience for individuals looking to start a career within Employment, Social Security & Housing. To find out more please contact clscareers@gov.je

Local Services+
We support a range of voluntary and community functions and services, including the Office of the Superintendent Registrar, Disability & Inclusion, Connect Me and Closer to Home Services.
Change and Projects+
We are project professionals and are responsible for delivering the change program in Employment, Social Security & Housing’s business plan. Our Systems Analysts support and lead development of our IT business systems, and our Information Analysts provide complex insights across our data to support decision-making and operational processes.

Customer Experience+
We champion the voice of customers and customer centred design across Government. Our team are responsible for gaining customer insight and facilitating learning and improvements. Our dedicated Continuous Improvement function supports the department with process improvements, removing waste to create streamlined services.
Support Functions+
Our team includes many pivotal areas that support the Employment, Social Security & Housing department. This includes Risk and Governance, Operational Support, Fraud and Enforcement, Change and Projects, and Customer Experience.

Customer Service Advisor
Salary: £41,989 - £47,274
Job information
Our Customer Service Advisors support and deliver a first-class experience to customers face to face, phone and online, including customers who may be vulnerable, challenging and/or emotional. Complex decision making can be required in areas such as payments and benefits. This role can sit within a variety of specialist areas (e.g., Income Support, Pensions, Business Licensing and Housing Control), and comprehensive in-house training is provided to learn the subject matter.
Your background

Your background
You will have had exposure to the project lifecycle using recognised methodologies such as Prince2 and strong interpersonal skills.
Team Leader
Salary: £53,589 - £62,106
Job information
Our Team Leaders support, coach and develop a team of 8 – 10 colleagues to achieve their full potential. They make sure teams deliver on operational objectives, reporting and managing performance and working to ensure colleagues thrive and remain engaged so they can deliver to customers effectively.
Your background
Previous people leadership experience or a proven track record in developing and coaching staff would be advantageous.

Welcome Host

Job information
Our Welcome Hosts are the first point of contact for customers who require support on a wide range of government services. They are the face of Union Street, so a friendly, courteous, and supportive manner is essential.
Your background
Exposure to customer facing roles would be advantageous as this role will require you to deliver a first-class face to face customer service experience to our busy department.
Customer Service Assistant
Salary: £34,326 - £37,969
Job information
Our Customer Service Assistants help customers access services and provide them with an efficient and professional service. They process and respond to simple customer applications and enquiries and support departmental processes such as updating information on IT systems or sending payments.

Specialist Officer
Salary: £53,589 - £62,106
Job information
Our Specialist Officers use technical expertise to make complex decisions and support customers and external agencies with cases in areas such as housing, business licencing, income support and health benefits. A key part of the role is supporting more junior colleagues with case queries and coaching them as they develop their knowledge and skills.
Your background
You may have had previous experience in government roles or have a proven track record in coaching and developing people in complex outputs.

Customer strategy
We will use customer insight to improve customer journeys, increase customer satisfaction and reduce effort. We will roll out a Customer Experience development programme for colleagues and have a focus on driving improvements. To do this, we will focus on the end-to-end customer experiences of life events, such as starting a business and end of life.
Transform
This programme will deliver a major redesign of all our services to focus on customer needs and aligning to our Customer Strategy. Services will be re-designed around customers' life events, with a ‘digital first’ approach.
Disability strategy
We will work with other Jersey Public Service departments and multiple external stakeholders to improve social inclusion by delivering the Government of Jersey Disability Strategy and supporting diversity. The findings and trends from the 2021 campaign and research will guide the specific focus and prioritisation.
