Our Legislative Drafting Office plays a pivotal role in shaping the Island’s legal landscape, drafting Laws and Regulations debated in the States Assembly as well as Ministerial Orders and amendments for Ministers, Scrutiny Panels and independent Members. Our work has a direct impact on the lives of Jersey’s people.
We work across the entire spectrum of subject matters, with our work covering every area of life in Jersey, from air navigation to multinational taxation, and from human rights to potato blight.

Clear and accessible laws
It’s not all just about drafting legislation – it’s about making it accessible, accurate and up to date.
We work in close partnership with policy officers across the public service to refine legislative proposals, test their legal soundness, and develop clear, effective laws that serve the Island and its people.
Our editorial and technology team ensure Jersey’s laws are available for everyone to understand and use on the Jersey Law website. As far as possible, new legislation is published on the day it is made and updates to laws are published on the day the changes take effect.

Our team
The Legislative Drafting Office is made up of experienced drafters from a range of jurisdictions, locally qualified lawyers following our legislative drafter trainee programme, and an editorial and technology team bringing experience from beyond the legal field.
The team is led by the Principal Legislative Drafter, Lucy Marsh-Smith.
Together, we turn complex policies into legislation that is written to the highest standards.
