Job Purpose
The A&MI Analyst delivers timely, accurate, and high-quality analysis to inform decision-making and drive service improvement. The role supports the effective use of data, information, knowledge, and technology to enable more efficient and impactful service delivery across the Treasury and Exchequer Department. Post-holders are expected to have or be willing to develop a sound working knowledge of the department’s operations and strategic priorities. As an Analyst, you will extract value from both quantitative and qualitative data to generate insights for a range of stakeholders. These may include departmental leaders, cross-government partners, and Island-wide decision-makers.
Your analysis will inform evidence-based decisions, support performance improvement, and contribute to value for money, service quality, and better outcomes for Islanders. You will work under management within established frameworks, exercising initiative and applying your intermediate-level knowledge of data, analytical methods, or statistical techniques. The role also involves using data technologies to support data architecture, processing, and analysis. Functional proficiency in core analytical competencies is essential, enabling you to apply your skills and behaviours effectively in a dynamic, insight-driven environment.

1. Data Collection & Quality Assurance - Applies appropriate quantitative and/or qualitative data collection and quality assurance methods, identifying patterns and data quality issues, resolving them in collaboration with others, and maintaining clear documentation to enable reuse.
2. Data Preparation & Reuse - Prepares and cleanses data using systematic checks to ensure accuracy and fitness for purpose, while supporting change control and testing procedures to enable reliable data reuse.
3. Use of Technology & Tools - Uses relevant analytical tools (e.g., statistical software, programming languages) at an intermediate level to create simple databases or data models and maintains understanding of data architecture and how technology supports data management.
4. Data Analysis & Visualisation - Applies analytical or statistical techniques to generate insights from data, using best practice methods to present findings clearly through appropriate media (e.g., dashboards, charts, infographics) aligned to organisational goals.
5. Advice on Data Governance & Ethics - Provides general advice on analytical practices, demonstrating a working understanding of the service area, data ethics, governance requirements, and legal or best practice frameworks, recognising sensitivities around data use.
6. Promoting Evidence-Based Decision Making - Works closely with business users to promote the role of data in service improvement, guiding others on accessing relevant data and insights to support informed decision-making.

Statutory Responsibilities
Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time.
This role is politically restricted. The jobholder is not permitted to undertake political activity involving standing for election to the States or as a Parish Constable, or publicly supporting someone who is standing for election or playing a public part in any political manner.
Qualifications
Essential: Degree level education with a numerical component or proven analysis skills from work experience.
Desirable: Basic understanding of organizational and political processes, familiarity with public sector operations.
Knowledge
Essential: Functional or intermediate knowledge of data collection (quantitative and/or qualitative), quality assurance, analytical and statistical techniques (including data visualisation), and relevant software and tools. Understanding the importance of integrated data and aligned performance measures.
Desirable: Awareness of continuous improvement and project management methodologies, with ability to apply best practice. Knowledge of the service area and its political context. Understanding of data ethics, governance, and legal frameworks (e.g. Data Protection, FOI, Codes of Practice), and their practical implications.
Technical Work Based Skills
Essential: Proficient in using relevant technology and software at an intermediate level, including office tools (e.g. Word, PowerPoint, Outlook), spreadsheets for analysis and modelling, databases and data warehousing tools, statistical software, and data visualisation platforms.
General skills / attributes
Essential: Ability to apply curiosity and attention to detail in data analysis; use best practice solutions appropriately; work independently and manage time effectively; collaborate with others; communicate clearly and appropriately; promote data-driven culture; demonstrate professionalism, credibility, and an inclusive mindset that values diverse perspectives.
Experience
Essential: Relevant technical and professional experience working with data (typically 2–3 years), which may have been gained through a degree or equivalent practical experience.
Desirable: Experience working within a public sector environment and/or experience in accountancy.
