Job Overview
We are seeking an experienced Occupational Health and Safety professional to develop and manage implementation of H&S assurance across the Government of Jersey.
This is a senior business partnering role responsible for supporting departments to create safe and healthy workplaces through the development of appropriate technical capability, evidence-based interventions and proactive risk management.
Reporting to the Head of Health & Safety, the postholder will provide business partnering and specialist expertise to develop and deliver Government-wide approaches to occupational health, safety, wellbeing, supporting the creation of safe, healthy and high-performing workplaces. A key aspect of the role will be developing and delivering data and appropriate reporting to demonstrate and validate health and safety assurance pathways.
Working closely with Chair of the Health & Safety Board, Departmental Leadership Teams and key stakeholders, you will influence decision-making, support reporting of health and safety standards achieved, strengthen health and safety governance and ensure compliance with relevant legislation and good practice standards.
The role operates with a 3 to 5-year horizon, helping departments anticipate emerging workforce risks, improve occupational health and safety resilience and deliver sustainable improvements in employee health and safety alongside occupational health and safety standards.

Job Purpose
Key Responsibilities
You will:
- Provide evidence-based advice on occupational health, safety and wellbeing including proportionate mitigation measures.
- Develop and implement government-wide occupational health, safety and wellbeing improvement initiatives.
- Lead the development and implementation of proactive health, safety and wellbeing reporting aligned to organisational priorities.
- Analyse workforce data, absence trends, occupational health and safety information and risk indicators to identify opportunities for improvement.
- Promote a positive safety culture and proportionate approach to health and safety risk management.
- Provide enabling support to senior leaders in meeting their statutory responsibilities relating to health, safety and employee wellbeing.
- Commission and evaluate occupational health, safety and wellbeing specialist advisory services.
- Develop frameworks, standards and governance arrangements that support continuous improvement.
- Build organisational occupational health, safety and wellbeing capability through management coaching, education and professional development initiatives.
- Benchmark organisational performance against recognised standards and best practice.
- Develop and deliver occupational health, safety, and wellbeing reporting to the States Employment Board (SEB) as the employer, in order to provide them with assurance that the organisation is managing these risks in a proportionate way.
- Be the BPO for Connect H&S and support data development to support decisions across the organisation on occupational health, safety and wellbeing.
Technical Work Based Skills
Demonstrable expertise in:
- Occupational health and safety management systems and governance, including dealing with a range of relevant regulators.
- Development and implementation of appropriate technology, and data analytics skills to support a data led approach to health and safety decision making and prioritisation.
- Health and safety risk management and organisational assurance.
- Occupational health and workforce wellbeing.
- Relevant Jersey and UK health and safety legislation, standards and best practice.
- Incident investigation, learning and organisational improvement in health and safety risk management.
General skills / attributes
Essential
- Degree-level qualification in Health & Safety, or related discipline, with at least 5 years post qualification experience in a related discipline; or equivalent.
- Chartered Fellow of IOSH Membership (CFIOSH) or equivalent professional accreditation.
- Significant experience operating at a senior level within a complex organisation.
- Demonstrable experience influencing senior leaders and executive stakeholders.
- Experience developing and implementing occupational health and safety strategies.
- Strong understanding of risk management, governance and assurance frameworks.
- Operational capability and experience using data and evidence to inform organisational decisions and support senior leaders.
- Excellent influencing, communication and relationship-building skills.
- Evidence of applying the IOSH Competency Framework at a strategic level.
- Operational experience of providing assurance to Boards, Executive Committees or equivalent governing bodies through proportionate approaches
- Experience of influencing the implementation of enterprise-wide occupational health & safety frameworks within a complex organisation.
