Job Purpose

To construct and maintain all highways, footpaths, precincts, car parks and coastal sea protection administered by the Department to include any ancillary projects related to those areas. To supervise and direct staff to ensure an acceptable standard of work, in accordance with health and safety legislation.

Job Specific Outcomes

Construct new and refurbish existing footpaths and paved areas. Construct and maintain highways, traffic islands and road alignments. Undertake all other works required, to include excavations, shoring, steel fixing, shuttering, concreting, flexibeam, the repair and construction of handrails, brick and blockwork and rendering. Supervise and direct staff to include the training of apprentices. Ensure that all health and safety regulations are adhered to by employees and the public and ensure that the site is sealed off and secure at the end of day. Interpret work plans to ensure that pavements and footpaths are constructed to line and level. Order materials, carry out quality control checks and forward all paperwork for processing. Lead school groups and volunteer groups in undertaking particular projects. Provide rapid and effective assistance during extreme weather events and other emergencies. You will be expected to work with other operational teams and work additional hours if required.

Qualifications

Successful completion of a recognised engineering trade apprenticeship, normally of four years duration, or equivalent gained by practical experience.

Knowledge

Due to the nature of the work being supervised, the postholder needs to be fully aware of their own, and their staff’s, responsibilities under the Health & Safety at Work (Jersey) Law 1989.

Technical Work Based Skills

The post holder will have experience of supervising staff. Understanding of construction drawings and the technical skills to construct concrete shutters and lay kerbs/pavers to the specification provided.

General skills / attributes

The postholder requires skills in staff motivation, communication and customer service as well as excellent organisational and administration skills, using both computerised and manual information systems. Problem solving, influencing and excellent customer service skills Confident decision-maker A good level of physical fitness is required as the work requires heavy lifting and difficult working environments.

Experience

The post holder requires substantial experience in; Staff supervision. Working on highways and coastal structures.
