Job Overview
An exciting opportunity to learn from some of Jersey's most experienced gardeners and step into their roles when required. This is to help protect some of Jersey's most prized possessions in our grade listed parks. This role will have the successful applicant learning the operational lifecycle of the parks from the current head gardeners, to ensure the smooth running and high standard continues over future years.

Job Purpose
To undertake and control and direct staff in the provision of a gardening, grounds maintenance or countryside management service for areas of land administered or maintained by the States of Jersey This Job Information Template covers a number of Chargehand positions within the Transport and Technical Services Department. In general terms three distinct areas of work are covered:
Playing fields and sports complexes (Grounds Maintenance)
Parks and other garden areas (Gardening)
Open spaces and conservation areas (Countryside Management)
Budgetary Responsibility
Responsible for a departmental purchase card used for purchasing tools, equipment and materials required for the job. Transaction limit £500 and a monthly transaction limit of £1000 Physical Resources There is a shared day to day responsibility with team members for the vehicles, plant, tools and equipment they use to undertake the job, however, as chargehand, overall responsibility rests with the post. Resources range in value, but a single piece of plant can be over £50,000
Ensuring stock levels of materials such as fertilisers and pesticides are monitored and maintained either by purchasing with purchase card or by notifying the line manager that stocks require replenishing. Values of stock items held have an approximate value of £15,000. Checking stock levels of Cleaning materials & stationary, ordering and paying for with departmental Purchase card. Provide estimates for specific projects to the line manager and monitor costs as the project progresses

Plan, control and direct staff in the provision of a full gardening, grounds maintenance or countryside management service using an extensive range of specialist plant, machinery and equipment
Act as first point of contact for members of the public using the facilities, client managers and contractors undertaking maintenance or repair works and in enforcing the Policing of Parks (Jersey) Regulations 2005 and the Conservation of Wildlife (Jersey) Law 2000
Undertake educational walks and talks for school groups, NGO’s, visiting tour groups and the general public and lead volunteer groups in undertaking particular projects
Plan, organise and implement planting schemes, landscaping projects and other facility improvements, projects or repairs, providing cost estimates to the line manager when necessary
Ensure that the facilities are secure, safe, clean and tidy by picking up litter, emptying litter bins and where applicable by cleaning public toilets, changing rooms and other buildings within the facilities

Drive departmental vehicles including tractors with implements and pickups
Programme, operate and maintain a number of site specific assets. These include a paddling pool, interactive water features, water displays, irrigation systems, pumps, filtration and automatic chemical dosing systems
Continuously review working practices and make recommendations to the line manager on areas where efficiencies or savings can be made
Purchase equipment and materials required for the job using a departmental purchase card or purchase order
Develop, implement and review Risk Assessments for work carried out by team members and make recommendations to the line manager on areas where Health and Safety can be improved and act as the First Aid Appointed Person to look after the first aid equipment by ensuring the first aid box is stocked with appropriate in date supplies, take charge of calling the emergency services if required and ensure all accidents are reported
Ensure that weekly staff time sheets are filled in correctly, and overseeing team members Annual Leave and shift rotas
Knowledge
A recognised national qualification in Amenity Horticulture, Groundsmanship or Land Management (City and Guilds Stage 2, NVQ level 2 or their equivalents)
in association with a formal apprenticeship, or knowledge and experience equivalent to these qualifications together with significant experience of working in these areas Successful completion of chargehand training under the Supervisor/Chargehand Development Programme together with demonstrable experience of managing a small team
A clean and current MGV and trailer driving licence (C1 + E) A range of specialist training acquired through short courses which will include:
Spraying Certificates PA1, PA2 and PA6 and PA6CW – 5 days
Pool Plant Operators Certificate – 5 days
British Institute of Cleaning Services (BICS) Certificate - 1 day
Playground Regular Inspection Certificate – half day
Chainsaw maintenance – Level 2
Felling trees up to 380mm – Level 2
Defibrillator training – half day
Foundation ranger training – 5 days
ECB, IOG & Bowls England Foundation in maintenance of Cricket Square & Outfield. Including the Theory & Science in preparation & Maintenance of Cricket square & Outfields- 5 Days.
A good up to date understanding of the Health and Safety at Work (Jersey) Law 1989 and its application to the workplace is required
A good working knowledge together with formal training in the safe use and maintenance of a wide range of plant, machinery and equipment
The post holders must be computer literate, with a working knowledge of Word, Excel and Outlook
Technical Work Based Skills
There is a frequent requirement to diagnose problems and to identify and implement solutions. These are wide ranging and will include:
Faults on computerised automatic irrigation and pumping systems
Problems with water quality issues of interactive water features and paddling pool. Analysing the water quality and judging where adjustments need to be made, or, in the worst case whether the paddling pool or other water features need to be closed
Identifying pest & diseases that are affecting playing surfaces of cricket squares, bowling greens and winter sports areas, determine best course of action either through pesticide/fertilizer application or an ecological solution.
Interpret, collect and record information on naturel events and habits of Fauna & Flora.
Specific patrols to identify H & S issues on sites, record & advice on remedial action. ( damage or worn infrastructure, dangerous trees, misuse of facilities etc.)
Faults on sometimes complex plant, machinery and equipment
Judging when and how to enforce breaches of the Policing of Parks (Jersey) Regulations
General skills / attributes
Plans and organises maintenance regimes for the facilities, ranging from day to day allocation of workforce and resources to particular tasks, or the planning and organisation of long term projects/events.
Long term planning and organisation will involve the development & implementation of maintenance plans, over a long period of time, to ensure the facilities playing surface is in peak condition for a major event. It will involve liaising with the relevant sporting governing bodies, catering suppliers, marquee companies and the media.
Organises and distributes shift rotas, annual leave and sickness cover for members of their team Ensures that tools, plant and equipment are supplied and maintained
