Job Overview
To manage a team of Parking Control Officers, plan work programmes and co-ordinate their effective deployment to ensure the provision of a Parking Control service to agreed standards and ensuring Officers’ welfare and safety.
To maintain a smooth flow of traffic in and around the town area and ensure easy vehicle access/exit for all public car parking facilities. To ensure all vehicles are parked in the correct manner, in accordance with the Road Traffic (St.Helier) (Jersey) Order 1996 for on street parking and the Public Parking Places Order 2006 for parking within public car parks. To administer appropriate penalties in an impartial and fair manner to vehicles parked in contravention of the law.

Job Purpose
The Chargehand Parking Control Officer is required to use a mature, objective, common sense and consistent approach to the work and make regular unsupervised decisions and judgement regarding charges and the management of staff. The ability to communicate effectively and remain polite and calm, in often tense situations is essential. As the post involves dealing with the public on a daily basis, excellent interpersonal skills are required and personal presentation is important. It is essential that the postholder is able to work as part of a team.
Knowledge
A good educational background is required, together with a minimum of 2 years experience in managing a team including the direction, motivation and training of staff.
Good verbal, written communication (English) and basic administration skills are required and experience in basic report writing and maintaining statistics would be an advantage. The ability to give evidence in a clear and concise manner in a Court of Law is also necessary.

Managing and working with teams would be an advantage and also a knowledge of the streets of St Helier and the road traffic laws.

Direct, instruct and motivate a team of Parking Control Officers in their daily routine and procedures. Observe and monitor performance to ensure an effective, high-quality service is provided.
Ensure the safety and welfare of Officers and members of the public by correctly applying the appropriate Health and Safety Regulations and procedures. Ensure all Officers are adequately supplied, fitted and wear appropriate uniform, safety clothing and equipment for the work to be carried out.
Programme, manage and participate in schedules of work to patrol areas in town and country parishes as required, to ensure vehicles are parked in the correct manner. Where possible prevent infractions of parking laws by administering advice to the public regarding the lawful parking of vehicles.
Complete administration tasks including the issuing of parking tickets to Officers and the maintenance of a daily work diary and relevant statistics.
Regularly carry out the control room operation, respond effectively to Officers’ requests and queries and complete administration tasks as required.
Identify and assign Officers to, or carry out, the direction of traffic to ensure a steady flow of vehicles is maintained at regular control points or in the event of hold ups following road accidents.

Where unable to prevent an offence, enforce the Law, or advise Officers on enforcement, in an accurate, fair and impartial manner. Issue fines and excess charges, as appropriate, to vehicles in
contravention of the Road Traffic (Saint Helier) (Jersey) Order 1996 (as Amended) and the Public Parking Places (Jersey) Order 2006 (as amended) and any other relevant Law or Order introduced.
Deal with and record complaints, ensuring management are kept informed. In the case of a dispute regarding a penalty notice, give evidence in court and supply any required supporting information.
Identify, record and report to management abandoned and borrowed vehicles, vehicles not displaying insurance discs, vehicles causing an obstruction, fraudulent use of pay-cards and other unusual circumstances regarding vehicles, on or off street, which may require further or police action.
Ensure good public relations and promote the image of Parking Control Officer by administering advice and answering queries to the general public in a firm, tactful, helpful and polite manner, regarding general and work-related issues. Always ensure a smart uniformed appearance.
