Job Purpose
The Chief of Service will supervise and lead medical staff and manage the day-to-day operations of the Care Group. They will seek to ensure that the Care Group provides effective and efficient patient services of the highest quality. Strong clinical engagement is central to the management of the Care Group. They will contribute to the day-to-day corporate management and the strategic direction of Health and Care Jersey (HCJ).
Job Specific Outcomes
• The Chief of Service for Secondary Care within Health and Care Jersey will work with the Deputy Chief Nurse and Chief Operating Officer – Acute Services to be responsible and accountable for the day-to-day operational running and for the safety and quality of secondary care planned care services.
• They are professionally accountable to the Medical Director and will be specifically responsible and accountable for Quality and Safety within their Care Group ensuring that structures and processes are in place to support the Governance Framework of Health and Care Jersey.
• The Chief of Service will develop, lead and manage a team of Clinical Leads for services and departments within secondary care and will lead, develop and implement a Medical Workforce Plan that is sustainable and is fit for the context of Jersey.
• They will be jointly responsible with Nursing and Allied Health Professional Leads for the implementation of the Educational, Learning and Research Strategy of Health and Care Jersey within secondary care.
• They will be jointly responsible for the implementation of Health and Care Jersey well-being strategy for staff within secondary care.
• The Chief of Service for Secondary Care, Medicine Care Group will work closely with the Chief of Service of Primary Care and the Chief of Service for Secondary Care, Surgical Care Group. The Chiefs of Service are jointly responsible for the safe transfer of appropriate services from secondary to primary care.
• The Chiefs of Service will work closely with the NHCF to help deliver the NHCF project.
Accountability
The Chief of Service is accountable to the Chief Operating Officer – Acute Services and professionally supported by the Medical Director. The Chief of Service is accountable for and will be supported by the Senior Care Group Leadership teams including Clinical Directors, Lead Nurses and General Managers. The Chief of Service will be supported by dedicated finance, information, human resources and risk management staff.
The post-holder will be a senior clinician with significant experience, a wide range of strategic and operational management skills, vision and a broad perspective coupled with sound judgement. They will be a good communicator with a proven record at building teams, negotiating and motivating people as well as performance management. A commitment to continual service transformation and improvement is essential, including a willingness to tackle difficult issues firmly but sensitively. The post-holder will build a wide range of contacts both within and beyond HCJ and Government of Jersey (GoJ).

Service Delivery
• Provision of effective and efficient patient services of a high quality which are responsive to patient needs whilst achieving HCJ directives and other quality standards.
• Achievement of income plans, effective budgetary control, delivery of cost improvement plans and high standards of financial probity.
Service Improvement
• Establishment of a culture of, and effective processes to achieve, continuous improvement in the quality and efficiency of services, with appropriate involvement from patients and the public.
Clinical Governance
• Ensuring that robust processes are in place to minimise risks to patients and staff whilst optimising clinical effectiveness.
Planning
• Preparing and implementing short and longer term plans consistent with the Organisation’s strategy.
Leadership
• Inspire teams and individuals whilst ensuring good communications across the Care Group. Delegate to and support Senior Leadership teams with effective performance management arrangements.
Partnership
• Contribute fully to the leadership and management of HCJ, working for the common good with other organisation wide teams and HCJ Directors. Build effective working relationships with GPs, stakeholders and other system wide partners.
Staffing
• Ensure that the Care Groups achieve the appropriate level of clinical cover and job plans, which meet the needs of the individual and the Care Group. Support the delivery and development of workforce plans to ensure the right staffing numbers and skill mix to meet the current and developing needs of the service. Meet high standards for training, appraisals and general staff engagement.

Time Commitment
This is a 10 PA post and it is anticipated that a minimum of 8 PAs or the equivalent hours will be allowed in job plans or the working week for the management role. Precise arrangements will be agreed with the Medical Director and the Group Managing Director. The responsibilities of the post-holder do not fit neatly into a precise time pattern.
Essential Qualifications
Registered Medical Professional under the General Medical Council and experience of working at a senior level in specialist area.
Essential Knowledge
Extensive knowledge and experience in specialist programme management Medical leadership, e.g. member of faculty of medical leadership management.
Essential Technical Skills
Skills needed for professional practice requiring accuracy and/or speed for professional practice.
Essential General Skills
Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
Persuade senior stakeholders of the respective merits of different options, innovation and new opportunities.
Negotiate on difficult and very complex issues.
Essential Experience
Experience of management or medical leadership management in a senior clinical position.
