Job Purpose

This is a key support position within a newly created team responsible for continuous improvement initiatives across Pharmacy, Medicines and Controlled Drugs Regulations. This role will provide support in delivering statutory reforms, initiating and delivering best practice to improve the regulatory framework and processes in order to ensure the efficient delivery of pharmacy related regulatory services for the benefit of Islanders’ safety and wellbeing.

Job Specific Outcomes

1. Support the newly formed Regulatory team with assisting the Chief and Associate Chief Pharmacists to deliver their statutory responsibilities in respect of governance of medicines and controlled drugs on our Island.

2. Assist with implementation of a licensing and permit process for businesses and patients involved in the handling and use of controlled drugs, ensuring compliance with regulatory requirements and eligibility criteria.

3. Assist with license applications, supporting the team to assess factors such as security measures, quality control protocols, and adherence to relevant pharmaceutical regulations, practices and guidance.

4. Support the implementation of compliance monitoring programs to ensure that licensed entities adhere to regulatory requirements, including inventory tracking and record-keeping obligations.

5. Provide a support function to conduct regular inspections and audits of licensed facilities to verify compliance with safety standards, security protocols, and quality assurance procedures.

6. Assist with implementation of a licensing and permit process for import and export of controlled drugs.

7. Support partnership working with other Government Departments and Partner Organisations.

8. Assist with implementation of an appropriate audit methodology for regulation and compliance of community pharmacies.

Statutory Responsibilities

Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time. This role is politically restricted. The jobholder is not permitted to undertake political activity involving standing for election to the States or as a Parish Constable, or publicly supporting someone who is standing for election or playing a public part in any political manner.

Qualifications

ESSENTIAL

Qualified to A Level, NVQ level 3 or BTec National Diploma level or equivalent experience in a technical or business administration related specialism

Knowledge

ESSENTIAL

Knowledge of:

  • The latest theory and practices, processes and techniques as related to HCS Pharmacy
  • Microsoft Office Suite
  • Legislation as it relates to the activities of the section, including Health and Safety legislation
  • Business performance metrics

 

DESIRABLE

Knowledge of:

  • Relevant professional standards and legislation/regulatory and compliance frameworks in relation to medicines pharmacy and controlled drugs

Technical Work Based Skills

ESSENTIAL

Computer literate with ability to operate the Microsoft Office package

 

DESIRABLE

Driving licence (Group B)

General skills / attributes
