Job Overview

Case Management Team is looking to recruit a Consultant to provide expert advice, guidance and hands‑on support to managers and employees on a wide range of employee relations issues. You will manage your own diverse caseload, ensuring fair processes, legal compliance, and best‑practice outcomes.

You will play a key role in improving organisational capability by coaching managers, helping them navigate complex situations, and building consistency in how people issues are managed across departments.

 

This role is well‑suited to someone who is confident in their ER expertise, committed to high‑quality casework, and motivated by working in a collaborative, people‑focused environment.

You will be an experienced HR practitioner with a strong grounding in employee relations and a passion for helping managers resolve issues effectively, fairly, and confidently.

Job Purpose

A HR Consultant working in Case Management is responsible for delivering a high quality, consistent, and professional HR case management service across the organisation. The role provides expert advice, guidance, and hands on support to managers and employees on a wide range of employee relations (ER) matters. This includes managing cases related to attendance, conduct, performance, grievances, capability, probation, and other people-related issues, ensuring timely resolution and compliance with policies, employment and other relevant legislation and best practice. The role contributes to building manager capability, reducing organisational risk, improving employee experience, and supporting a positive organisational culture.

Statutory Responsibilities

1. Provide timely, professional, and tailored advice on a full range of employee relations matters, including but not limited to disciplinary, grievance, capability, attendance, and bullying and harassment cases.

2. Manage a varied caseload from initiation to conclusion, ensuring all actions are compliant with relevant legislation, HR policies, and recognised best practice. 

3. Coach and support managers across departments, building their capability and confidence to address people-related issues consistently and effectively. 

4. Exercise sound professional judgement to assess risks, recommend proportionate actions, and escalate complex or high risk matters to senior colleagues where appropriate. 

5. Demonstrate the ability to effectively support JACS conciliation processes and tribunal preparation by providing high‑quality case analysis, accurate documentation, and informed advice that contributes to timely, fair, and legally robust resolution of employment disputes 

6. Handle sensitive cases with discretion and care, balancing procedural requirements with employee wellbeing, and proactively promoting supportive interventions such as mediation or restorative approaches. 

7. Prepare high quality documentation, including hearing bundles, investigation reports, case summaries, and associated correspondence. 

8. Contribute to statutory and governance processes, including responses to Freedom of Information requests, Subject Access Requests, Ministerial questions, and complaints procedures. 

9. Maintain accurate, comprehensive case records and generate insight reports to help identify trends, emerging risks, and opportunities for improvement in policy, guidance, or practice. 

10. Work collaboratively with colleagues in People Services, the Law Officers’ Department, and departmental stakeholders to ensure consistent, fair, and legally robust outcomes. 

11. Keep up to date with developments in employment and other relevant legislation, policy, and good practice, applying new learning to strengthen the quality and consistency of case management. 

12. Support the implementation and embedding of new HR policies, processes, and people-related initiatives by providing operational insight and constructive feedback from casework experience. 

Qualifications

Essential

Relevant HR qualification or (e.g., CIPD Level 3 or 5) or working towards it ) or equivalent experience in employee relations casework.

Evidence of ongoing professional development. 

 

Desirable

Degree in HR, Business, Law or related discipline. 

Knowledge

Essential

Strong understanding of HR policies, procedures and employment practices relevant to case management.

Working knowledge of employment legislation and its practical application.

Awareness of organisational processes and how different departments operate within a complex environment. 

 

Desirable

Broader knowledge of public sector context or Government of Jersey policies.

Understanding of restorative practice, mediation principles, or alternative dispute resolution. 

Technical Work Based Skills

Essential

Ability to interpret and apply HR policies and employment legislation to a range of cases.

Skilled in gathering, analysing and presenting sensitive information clearly and accurately. 

 

Desirable

Training, facilitation or mediation skills.

General skills / attributes

Essential

Experience managing a range of employee relations issues from initial advice through to conclusion.

Experience in manage an individual workload independently Experience working as part of a team and contributing to shared outcomes.

Experience providing HR advice to managers. 

 

Desirable

Experience in a large, complex or public sector organisation.

Experience supporting JACS conciliation processes or tribunal preparation.
