Job Overview
Health and Care Jersey are seeking applications for our Deputy Medical Director role, following the promotion of the previous postholder, this is a replacement post for 4 programmed activities (PA's) / 16 hours per week.
Key responsibilities include:
Supporting the Medical Director in all aspects of the Medical Director role, including representing them at key internal and external meetings as required.
Supporting the provision of effective and efficient patient services of a high quality which are responsive to patient needs whilst achieving HCJ directives and other quality standards
Support the achievement of income plans, effective budgetary control, delivery of cost improvement plans and high standards of financial probity
Delivery of the objectives of the Quality and Safety agenda across the whole of Health and Care Jersey.
Inspiring teams and individuals whilst ensuring good communications across the Care Group. Delegate to and support Senior Leadership teams with effective performance management arrangements
This position is open to all Consultants who hold a substantive contract with HCJ as well as suitable persons working in the healthcare community in Jersey who meet the criteria. This post does not come with a licence so applicants will need to have residential status.

The Post

This is a part time Deputy Medical Director post. The employing department is Health and Care Jersey (HCJ) of the Government of Jersey. The post consists of 4 programmed activities. It is based at the General Hospital in St Helier.
It is a replacement post that has arisen due to promotion of the previous post-holder. It is a development opportunity as it will offer exposure to executive management and an opportunity to develop and promote the quality and safety agenda.
The Deputy Medical Director is responsible for leading the Quality and Safety Team and delivering the objectives of the Quality and Safety agenda across the whole of Health and Community Services.
The Deputy Medical Director will support and deputise for the Medical Director and lead on the areas of Quality and Safety, Legal Services, Pharmacy and Information Governance in their absence.
The Deputy Medical Director will represent the Medical Director at internal and external meetings as required at their instruction.
The role will support the Medical Director in all aspects of the Medical Director role, working closely with them and aiding the medical director in all aspects of their role.
Job Specific Outcomes
To work collaboratively with the Associate Director of Quality and Safety and provides effective leadership in support of the organisation’s goal of being recognised for providing the safest, evidence-based care for all patients/clients in comparison to international peers.
•
Provide leadership for the development of Quality and Safety Metrics and Clinical Informatics, working with all clinical leaders to improve value to our patients by reducing unnecessary variations in care.
•
Promotes a learning environment and a scholarly approach to quality improvement among staff and oversees the development and deployment of education programs for staff on quality improvement methods
•
Ensure all departments have appropriate plans for quality and safety supported by performance dashboards and other tools to measure and improve quality and patient safety.
•
Promotes a Just Culture and a climate of accountability to help provide the best and safest care for all patients with reference to a restorative framework.
•
Identify organisational trends, clusters, and risk factors; establish benchmarks for comparison, and designs strategies to improve and mitigate risk.
•
In collaboration with the Quality and Safety team, oversees activities related to Serious Incidents and provide expertise and participate in Serious Incident review Panel (SIRP).
•
Fosters and facilitates the engagement of Postgraduate Medical Education in the quality and safety agenda and collaborates with trainers to ensure an appropriate clinical learning environment for trainees
•
To continue to promote an organisational culture which encourages professionals to review practice, be accountable and be open and transparent with patients.
•
In the absence of the Group Medical Director chairs the SIRP (Serious Incident Review Panel), and on occasion deputise for other similar committees and functions as arise.

Accountability
The postholder will need to continue to meet all regulatory arrangements relating to registration, licensing and revalidation. The Deputy Medical Director is line managed by and professionally accountable to the Group Medical Director.

The post-holder will be a clinician with experience of a range of strategic, educational and operational management skills, vision and a broad perspective coupled with sound judgement. Time Committment
This is a 4PA role and is supplemental to clinical duties. Precise arrangements will be agreed with the Medical Director. The responsibilities of the postholder do not fit neatly into a precise time pattern. Agreement between the Medical Director and the post holder will be agreed following appointment but will be required to fit with the executive agenda.
Essential Criteria
Registered Medical Professional under the General Medical Council and experience of working at a senior level in specialist area
Project management skills and experience of leading teams
A demonstrable understanding of the benefits of quality improvement methodology and governance in improving the quality of patient care
Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
Persuade senior stakeholders of the respective merits of different options, innovation and new opportunities.
