Job Overview and Information About the Role

Jersey is a world leading international finance centre. We are regarded internationally as a well-regulated jurisdiction committed to the global fight against financial crime. As an Island we have over £1.3 trillion of assets under management. In unison with law enforcement agencies, competent authorities and FIUs nationally and internationally by receiving, analysing and disseminating financial intelligence from numerous sources, Jersey FIU is a pivotal component in protecting Jersey’s reputation in combatting financial crime.

And we are looking for someone to lead this.

Overseeing the receipt, analysis and dissemination of information that supports law enforcement investigations, regulatory action and jurisdictional threat understanding, you will help preserve and enhance Jersey’s global reputation in the fight against financial crime.

Developing the FIU in line with international standards and peer review expectations, including those of the FATF, MONEYVAL and the Egmont Group you will be an expert in your field. You will lead an experienced, multidisciplinary team of intelligence specialists, providing strategic direction while ensuring the Unit remains operationally independent, technically capable and trusted by domestic and international partners.

Your remit will span strategic planning, resource leadership, operational decision making and international engagement. You will set annual priorities with the FIU Governance Board, manage the Unit’s budget and ensure the delivery of high quality intelligence outputs.

You will also oversee the management of the consent regime under the Proceeds of Crime (Jersey) Law 1999, ensuring suspected criminal proceeds are preserved while intelligence and enforcement action is progressed. In addition, you will lead the FIU’s contributions to national risk assessments, peer reviews and global cooperation frameworks.

This role offers significant scope to shape Jersey’s response to money laundering, terrorist financing, proliferation financing, sanctions evasion and associated predicate offences, in support of the Island’s national economic security. You will build collaborative relationships with law enforcement, regulators, overseas FIUs, international bodies and the financial services industry, including representing Jersey at Egmont and MONEYVAL plenaries.

About You

Success in this role requires deep knowledge of AML/CFT legislation and financial intelligence practices, proven strategic leadership capability and the ability to make sound decisions under pressure.

Essential to the role is recent experience in the management of financial intelligence processes, including the collection, analysis, dissemination and use of intelligence. This experience may have been gained within law enforcement, intelligence agencies or the private sector. You will also bring the credibility and confidence to influence effectively across jurisdictions, cultures and professional disciplines.

For existing FIU leaders, or senior analysts and managers ready to assume broader strategic responsibility, this position offers a rare opportunity to shape national AML/CFT effectiveness at the highest level and to engage with senior counterparts worldwide.
