This role is instrumental in developing and delivering primary care strategy for the island. The role holder will work ESSH, HCJ and with the Health and Care Partnership Board and primary care providers to develop a more integrated health and care system for Jersey.

The Director of Primary Care will be a key member of the Health and Care Partnership Board, and will provide expert advice to Ministers, bringing primary care expertise to influence the strategic direction of health and care at the highest levels. This will include having oversight (including budgetary) for the Health Insurance Fund (HIF) activities and contracts, advising on how available funding can be best utilised to support the availability of effective, highly quality services, and leading the resulting partnership arrangements with primary care providers (including, where relevant, responsibility for contracts and the achievement of associated health and care outcomes).

Job Purpose

Crucial to the success of this role is the ability to be a visible, values-driven leader, working in partnership with Jersey’s Medical Officer of Health, Chief Pharmacist and Nursing & Allied Health Professions Advisor, along with other whole system strategic health and care professional leads, fostering a culture of openness, transparency and partnership. They will develop strong, trusted relationships to drive cultural change and champion improvements in patient care.

The Director of Primary Care will:

  • be a key member of the Health and Care Partnership Board
  • provide strategic and clinical advice across primary care
  • provide expert advice to Ministers, bringing primary care expertise to influence the strategic direction of health and care at the highest levels
  • be the budget holder for the Health Insurance Fund (HIF), advising on how available funding can be best utilised
  • lead partnership arrangements with primary care providers (including, where relevant, responsibility for contracts and the achievement of associated health and care outcomes)
  • provide primary care expertise into the development of whole system clinical, workforce and digital strategies
  • lead on the implementation and monitoring of agreed developments, improvements and solutions across primary care
  • foster a culture of openness, transparency and partnership
  • develop strong, trusted relationships to drive cultural change and champion improvements in patient care.
