Job Purpose

 

To direct, control and manage the following critical work streams for the proper functioning of the ERF Facilities and other assets within the Solid Waste Section:

 

  • Asset Replacement and Refurbishment Programmes.
  • Specialist Service Contracts.
  • Multiple Annual Planned Outages.
  • To provide a comprehensive, cost effective Island-wide thermal treatment service maximising energy recovery in the form of electricity production and export and waste disposal.
  • Ensure that the above functions are carried out in compliance with Waste Directives, Health & Safety policies and procedures; ensure accurate records are kept of all work done and documentation represents the “As Built” condition; ensure all work is accurately accounted for to the Government of Jersey Codes of Directions. 

 

 

Provide expert advice and guidance to the Department and users of the Facility regarding the replacement or upgrading of the ERF and BWF facilities and associated infrastructure including assets within the Solid Waste Section.

 

Review and maintain a full working knowledge of industry related innovations and process improvements. Apply such information to the planned work streams of the Island’s Waste Facilities and infrastructure to reduce disruption to users. Plan, prepare and cost annual work streams.This role is essential in reviewing the whole plant, get every item on Connect Assets, identify a maintenance regime for each item in order to schedule maintenance to be more proactive and see less need for reactive maintenance.

 

Job Overview

 

This essential Project Manager (Planning) role will be utilised to assist with the following:

 

  • Asset Longevity - The plant life would be extended through optimised preventive maintenance.
  • Cost Savings - Lower repair costs, optimised inventory, and reduced unscheduled downtime.
  • Data-Driven Decisions - Using data to predict failures and optimise maintenance strategies.
  • Increased Efficiency - Organise the scheduling, less plant trips & downtime, and reduced reactive emergency repairs.
  • Asset Optimisation - Move from time based maintenance to condition based maintenance.
  • Ensure  works programmes are carried out in such a way to maximise energy and electricity production and export, and waste disposal.
  • Plan, cost and where appropriate tender for works, including specialist processes.
  • Specify, negotiate, and procure contracts and or service level agreements with specialist sub-contractors and suppliers, ensuring that appropriate standards are in place and are continuously upheld, enhancing customer service and ensuring optimum customer satisfaction and follow up complaints to ensure that problems do not recur.
  • Direct all contractors working for the section, to ensure work streams are carried out in accordance with the contracts, specifications, and drawings.
  • Co-operate with the Maintenance Manager for any unplanned work resulting from breakdowns and emergencies and planned work relating to annual outages or other refurbishment activities.
  • This requires a high degree of problem solving, prioritisation, decisiveness, and lateral thinking.
  • Monitor all jobs to ensure that they are completed on programme, within the budget constraints, and that a competitive value for money service is provided.
  • Actively participate in the development, implementation, and maintenance of information systems for use in the administration, financial and asset management of the section.
  • Monitor and manage the performance of the Section’s plant and machinery, specifying requirements for new or replacement items in order to achieve efficiency of operations ensuring security of all facilities, equipment and other assets at all times.  
  • Develop, manage and ensure excellent customer services to all internal and external clients ensuring a timely response to all queries, requests and complaints relating to the ERF Facility for the purpose of generating high levels of customer satisfaction.
  • Review and maintain a full working knowledge of industry related innovations and process improvements.
  • Apply such information to the maintenance of the Island’s Waste Facility and infrastructure to reduce disruption to users.

Statutory Responsibilities

 

  • Undertake appropriate risk assessments and method statements for all work streams and ensure that all staff and both UK and European contractors are fully briefed of their role and the team’s role in the execution of tasks and projects.
  • Ensure the safety of staff and protect the public and Department’s interests, by ensuring that safe working practices are understood and implemented in accordance with the Department’s health and safety policy and Statutory obligations.
  • Liaise with internal and external bodies to ensure regular site visits and statutory safety inspections are carried out.
  • Contribute to the Waste Strategy and section’s Business Plan outlining key maintenance projects and objectives, highlighting future requirements to ensure continued and improved plant performance, working in liaison with other Departments, Parishes and Ministries.
  • Direct the department’s maintenance workforce, contractors and internal staff working for the ERF section, to ensure projects are carried out in accordance with the contract, specification, and drawings.

Budgetary Responsibility

 

  • The post holder is required to ensure that suitably qualified specialist contractors are appointed, in accordance with Financial Codes of Direction, to undertake specialist services under a formal contract and to agreed costs and timescales to ensure the facility operates within its Waste Management Licence and to minimise plant downtime.
  • Prepare, manage and report to the Facility Manager on all relevant costs, budgets and variances ensuring all expenditure is accounted for within budget allocations and that best value for money is delivered.
  • The post holder is responsible for the full procurement processes of assets including initial spare parts, for both the ERF and when required for other areas within I&E.

Job Specific Outcomes

 

The project manager role will not normally have responsibility for permanently assigned staff; however, this role will require the careful management of people and external contractors to ensure that projects are delivered in a timely and cost-effective manner. In this role ‘people’ will include the, temporary assignment of ERF staff, I&E maintenance staff, staff from local suppliers and staff from external organisations such as UK or European based contractors. All these people will require careful management and assessment to ensure the correct team is available to undertake the planned work with the appropriate knowledge, skills and competence.

 

Person specification

 

  • Good persuasive communication skills in dealing effectively with other senior managers, operations and maintenance managers, contractors and service providers is essential.
  • The postholder will also have to deal with multiple projects running concurrently and communicate to all parties ensuring that projects run smoothly and without conflicts of interest. This will require the development of successful relationships across all project teams.
  • The post holder will have good communication skills as they will be required to provide and receive complex technical information. They will often have to use persuasive, negotiating and motivational skills to provide or explain jobs to internal and external staff, external contractors and customers and other users of their service. There are always likely to be conflicting views as those involved may not understand the technicalities of the job, therefore the post holder must have the skills to explain in a way that individuals and groups can comprehend and adopt methodologies and achieve the required outcomes. This frequently involves communication with European based suppliers and contractors where English is not their native language.
  • Risk is at the forefront of any process, operation or works undertaken within the ERF facility. The postholder will be expected to make all project management decisions and direct other team members to follow set policies and procedures. The health and safety of themselves, members of their team and others working within the facility is of paramount importance at all times. Risks include hazardous/explosive areas, potential for pollution, heat and pressure systems, high voltage systems (HV), hazardous chemicals, automated machinery and bio-hazards. Good analytical skills and the ability to analyse complex facts and situations and compare a range of options to decide the most appropriate action, for example when looking how to solve a technical issue, so would have to consider the duration, cost and impact on the customer, and compare different methods of carrying out the service or repair.
  • The post holder will plan and organise a number of projects and planned plant outages and maintenance shutdowns containing complex activities. These plans are likely to be constantly adjusted due to changing priorities and external influences. With respect to planned outage works, regular contact with the Chargehand – Recycling Logistics is required to obtain and assimilate operational and maintenance information and discuss options to ensure the most safe and efficient method of operating and maintaining the plant. Challenge customary practices when necessary, issue relevant guidance and instructions.

 

Qualifications

 

  • Formal education to HNC/HND, or an approved time served apprenticeship to City and Guilds NVQ level 3.
  • PRINCE 2 or another Project Management Qualification Modern Manager Programme Level 3 would be desirable.

Knowledge

 

  • Substantial and comprehensive industrial steam and power generation systems knowledge and proven project management experience gained in a related role within utility scaled power station.
  • Thorough knowledge of the Government’ policies and procedures.

Technical Work Based Skills

 

An engineer with substantial experience of managing mechanical, electrical and control systems engineering projects, with comprehensive health and safety and relevant sector legislation and strong commercial and industry awareness is required.

General skills / attributes

 

The post holder must have highly developed problem solving and decision-making skills with the ability to develop long term sustainable solutions.
