The States Greffe is looking for an experienced and highly motivated Education Manager to lead on this key aspect of the Digital and Public Engagement Strategy for a 12 month period, beginning August 2026.

 

Responsibilities will range from working with the Curriculum Council towards our aim of embedding connections with the States Assembly into the local syllabus, to leading the direction and delivery of the Jersey Youth Assembly.

Job Purpose

Lead the strategic delivery of political education for children and young people in Jersey to inform, empower, and excite them to engage with the States Assembly – Jersey’s elected parliament, and use their voices to influence the future of Jersey.

 

Develop, deliver and manage Jersey Youth Parliament’s strategic plan, integrating it closely to the work of the States Assembly, its Panels and Committees.

 

Perform a key role in helping to develop a culture of high civic engagement amongst children and young people in Jersey and embed lifelong voting habits, demonstrating a measurable positive impact on the target outcomes and objectives set out in the Digital and Public Engagement Strategy.

Statutory Responsibilities

Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time.

 

This role is politically restricted. The job holder is not permitted to undertake political activity involving standing for election to the States or as a Parish Constable, or publicly supporting someone who is standing for election or playing a public part in any political manner.

Job Specific Outcomes

1. Create and lead the delivery of an Education Strategy that will inform and inspire children, young people and the wider community to become life-long voters.

 

2. Establish and maintain excellent working relationships with:

- States Members and colleagues within the States Greffe and Government departments, providing robust advice and support on education work.

- A range of external stakeholders across the education sector, develop partnerships to establish a collaborative approach to embedding political education in Jersey schools and colleges and supporting the implementation of the Citizenship Curriculum.

 

3. Provide strategic leadership to the Jersey Youth Parliament, building strong connections with the States Assembly, Government departments, and a range of external stakeholders, to provide opportunities for young Islanders to help to shape the future of Jersey. Safeguarding and governance form an integral part of this work.

 

4. Take direction from, and provide regular written and verbal updates to, the Privileges and Procedures Committee, and its Sub-Committees, regarding the Jersey Youth Parliament and education programmes being developed and implemented.

 

5. Create and lead the delivery of a continuing professional development (CPD) programme for teachers to help embed the work of the States Assembly in the local curriculum.

 

6. Establish and maintain relationships with professionals around the world delivering political education programmes and Youth Parliaments, identifying best practice and learnings to constantly improve and expand Jersey’s offering and build connections between the parliaments.

 

7. Develop and lead on research and analysis that will help establish and monitor the motivations and barriers to engagement within specific age groups amongst Jersey’s children and young people (pre-school to further education) in order to develop interventions that will positively impact civic engagement most effectively.

 

8. Develop comprehensive schemes of learnings, lesson plans and resources that can be used by teachers tailoring programmes of work to suit the various stages of learning and development from pre-school children to further education students. When required, deliver high-quality and engaging lessons and workshops, both in and out of school settings, to inspire and influence teachers from a range of subject areas to incorporate political education into their teaching going forward.

 

9. Develop programmes of work and resources that extend beyond the classroom in order to reach and engage with the wider school and Island community, helping to establish a culture of high civic engagement throughout Jersey.

 

10. Establish adaptive approaches to monitor and analyse the effectiveness of all programmes and activities, taking on board feedback from stakeholders and making appropriate adjustments, to continually improve and achieve the best outcomes.

 

11. Operationally line manage direct reports and oversee the wider members of the Digital and Public Engagement team delivering school visits, ensuring that students receive the best learning experiences and support continuous professional development in the team. Work collaboratively and flexibly as part of the Digital and Public Engagement Team, contributing to wider team projects that align with the overarching strategies for the department and the team.

 

12. Day-to-day responsibility for allocating and monitoring budgetary spend in relation to education resources and programmes.

Qualifications

Essential Desirable

Degree-level qualification, ideally in a related subject that demonstrates strong written English, project management and analytical skills.

 

Teaching qualification (PGCE, B.Ed. or equivalent).

 

Hold or willing to work towards a Masters degree or higher level qualification that demonstrates knowledge of relevant subject areas, including research methodology, social policy, education or behavioural science.

 

Hold or willing to work towards Safeguarding Partnership Board certificates, or equivalent, in Safeguarding Children and Vulnerable Adults at minimum level of 3. 

 

A valid First Aid at Work qualification.

 

Knowledge

Essential Desirable

Interest in and knowledge of Jersey’s political system and culture.

 

Familiarity with Jersey’s machinery of government and constitutional arrangements.

 

A strong understanding of Jersey’s education system and Curriculum for KS1-5 and of how the curriculum is developed.

 

Proven experience of project management methodologies, governance, stakeholder management and data analysis. Knowledge of budget management processes.

 

Knowledge of data protection laws, particularly in relation to children and young people.

 

Awareness and understanding of current legislation in relation to young people and employees, e.g. Health & Safety laws 

Broad knowledge of the legislation, policies and procedures and services of the Government of Jersey.

 

Knowledge and understanding of the role of Youth Parliaments and key principles for empowering young people to get involved. 

 

Technical Work Based Skills

Essential Desirable

Ability to produce high quality education strategies and associated teaching, learning and training programmes to support implementation.

 

Ability to identify, create and facilitate both formal and informal learning opportunities/ sessions for children and young people (pre-school to further education).

 

This will be achieved using a wide range of delivery methods and resources.

 

To deliver, assess and moderate qualifications for young people.

 

Clear, concise and accurate oral presentation and written communications skills, including the ability to deliver complex information using appropriate, accessible and inclusive language.

 

The ability to carry out risk assessments.

 

Strong analytical and problem-solving skills.

 

A sound level of political sensitivity in order to establish effective working relationships with senior leaders, politicians, professional staff and a wide range of external stakeholders.

 

IT skills, particularly with Microsoft Office applications. 

A working command of both spoken and written French and Jèrriais as the States Assembly is a tri-lingual parliament.

 

A working command of one or more of the languages widely spoken in Jersey: Portuguese, Polish and Romanian.
