Job Overview

Liquid Waste (Capital Delivery) is a section within the Operations and Transport directorate of the Government of Jersey’s Infrastructure and Environment department. Liquid Waste (Capital Delivery) deliver interesting and exciting projects; no one day is the same which makes this role exciting. We get involved in all kinds of projects that deliver essential infrastructure for the island of Jersey. This includes sewage treatment works, pumping stations, sewerage and surface water network, strategic storage and tunnels. The team recently delivered the new sewage treatment work project at Bellozanne and the new surface water outfall project for the new New Healthcare facilities development at Overdale.

 

This is an exciting opportunity for someone to join our team. Working as an Engineer, you will be involved in the management and delivery of capital engineering projects of varying scale and complexity. You will input to these projects through all stages of the project deliver process including design and construction management.

 

You will have the support of senior staff within the team, but will be have the autonomy to manage and deliver your own portfolio of projects with assistance from assistant engineers and technicians.

Statutory Responsibilities

  • Managing programme and budgets.
  • Preparing planning applications.
  • Preparing contract documents.
  • Managing procurement processes.
  • Design and development of engineering solutions.
  • Compliance with health, safety and environmental legislation and best practice.
  • Management of professional services, construction and other contracts throughout the delivery projects.
  • Managing construction works in relation to the implementation of projects.
  • Supporting staff with training, development and pastoral issues.
  • Planning the work and resources needed to enable effective delivery of projects.

Qualifications

Required qualifications are as follows:

  • Desirable: Chartered Engineer (CEng) registration with the Engineering Council through a relevant professional body. Please note any Candidates currently working towards registration with the Engineering Council will be considered.
  • Professional ability measured against academic qualifications and experience equivalent to a Level 6 qualification or equivalent gained by substantial practical experience in a relevant engineering discipline or specialism of the role (i.e. Bachelor's Degree).

Knowledge

Knowledge of the following is required to the job:

  • The latest theory and practices, processes and techniques in a particular engineering discipline or specialism.
  • Project delivery frameworks and project management principles and methods.
  • Performance management and metrics.
  • Forms of contract including NEC contracts.
  • Health, safety and environmental legislation.

Technical Work Based Skills

The technical and work based skills required to the job are as follows:

  • Computer literate with ability to operate the Microsoft Office package.
  • Ability to use Microsoft Project or similar programme management software.
  • Ability to use technical business applications designed to capture, store, manipulate and analyse technical data and create designs, including computer-aided design, asset management and GIS software.
  • Category B Jersey Driving Licence or equivalent.
