Job Overview

We are seeking a highly experienced individual, for the position of Finance Director in Health and Care Jersey.  This pivotal role provides an opportunity to provide strategic financial leadership to ensure financial sustainability and affordability for all health and care services in Jersey, consistent with the objectives of the Minister for Health & Social Services for greater integration of health and care services with partner organisations. 

This post is a key member of Health and Care Jersey (HCJ) executive team, and the key responsibilities are as follows: 

  • Lead the development and implementation of robust financial strategies to resource and deliver strategic objectives sustainably, whilst ensuring compliance with States of Jersey financial and procurement regulations and enabling the delivery of high-quality patient care and services within budgetary limits.  
  • As an executive member of the Health and Care Services Advisory Board, the Health and Care Partnership Board ("the Boards") and the HCJ Executive Leadership Team, this post will provide expert financial advice to these forums, and to HCJ's Chief Officer (who is the Accountable Officer), to enable informed decision making. They will contribute actively to those forums, with a focus on improving financial sustainability, efficiency and affordability, whilst improving the safety and quality of Jersey's health and care services now and into the future.  
  • The Finance Director is an executive senior leadership role with overall responsibility for the management of the department's financial affairs, activities and operations, including those for the New Health Care Facilities programme and procurement activity within HCJ. As such, the Finance Director will be involved actively in, and will advise on, all material business decisions to ensure immediate and long-term implications, opportunities and risks are considered and aligned with Jersey's financial strategy for health and care.  
  • Ensuring efficiency and value for money are critical, in order that public money is safeguarded at all times and used to support organisational goals. Critical to this will be continuing to foster a culture of transparency, collaboration and financial accountability across the department.  

The Finance Director will work closely with colleagues in the Treasury & Exchequer department and has professional accountability to the Treasurer of the States. 

We are seeking an exceptional individual who can provide a blend of both technical knowledge and leadership skills, as well as having the gravitas, integrity, ethics and experience to build productive relationships with stakeholders, and be seen as a trusted leader, with the vision and strategy to address the challenges associated with an ever changing and evolving environment in Health and Care Jersey.
