Job Overview
To maintain a smooth flow of traffic in and around the town area and ensure easy vehicle access/exit for all public car parking facilities.
To ensure all vehicles are parked in a correct manner, in accordance with the Road Traffic (Jersey) Law 1956, the Road Traffic (St. Helier) (Jersey) Order 1996 and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002 for on street parking; the Road Traffic (Public Parking Places) (Jersey) Order 2006 and the Road Traffic (Sand Street Car Park) (Jersey) Order 2012 for parking within public car parks.
To administer appropriate penalties in an impartial and fair manner to vehicles parked in contravention of the law.

Job Purpose
Main Duties
- Direct traffic at any of the control points, as directed by management and assist the Police with the control of traffic following road accidents.
- Patrol areas in town and country parishes as directed by management to ensure vehicles are parked in a correct manner. Where possible prevent infractions of parking laws by administering advice to the public regarding the lawful parking of vehicles.
- Where unable to prevent an offence, enforce the law in an accurate, fair and impartial manner. Issue fines and excess charges, as appropriate, to vehicles in contravention of the Road Traffic (Jersey) Law 1956, the Road Traffic (St. Helier) (Jersey) Order 1996, the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002, the Road Traffic (Public Parking Places) (Jersey) Order 2006 and the Road Traffic (Sand Street Car Park) (Jersey) Order 2012 and any other Law or Order introduced.
- In the case of a dispute regarding a penalty notice, give evidence in court and supply any required supporting information.
- Man mobile units as required by management, ensure these are cleaned and washed at the end of duty and maintenance requirements are reported.
- Identify, record and report to management abandoned and borrowed vehicles, vehicles not displaying insurance discs, vehicles causing an obstruction, fraudulent use of paycards and other unusual circumstances regarding vehicles, on or off street, which may require further or police action.
- Ensure good public relations and promote the image of Parking Control Officer by administering advice and answering queries to the general public in a firm, tactful, helpful and polite manner, regarding general and work related issues. Ensure a smart uniformed appearance at all times.
- Patrol and check car park buildings constantly including lifts, stairs, etc. On a daily basis report maintenance issues to management. Remain vigilant and pass on concerns regarding suspicious characters (i.e. vandals, drunks, skate boarders) when necessary.
- Check and count available spaces in multi-storey car parks and adjust the computerised barrier system accordingly.
- Perform clerical and office duties as directed by line manager.
- Assist with the training of new members of staff as required.
Knowledge
Parking Control Officers are required to use a mature, objective, common sense and consistent approach to their work and in making regular unsupervised decisions and judgement regarding charges. The ability to communicate effectively and remain polite and calm, in often tense situations is essential. As the post involves dealing with the public on a daily basis, excellent interpersonal skills are required and personal presentation is important. It is essential that the postholder is able to work as part of a team.
The postholder must have the ability to learn to use a hand held computer for the issue of charges, a radio system for communication and to work all equipment and barrier systems in an emergency. Training is provided for these and other skills required for the post.
A good level of health and fitness is essential, as the post requires the postholder to work in all weather conditions and involves a high degree of walking.
A good educational background is required, together with good written communication skills and the ability to give evidence in a clear and concise manner in a Court of Law. A current and clean driving licence is also necessary.
Familiarisation with the Road Traffic Laws and Road Traffic (Public Parking Places) (Jersey) Orders would be advantageous, together with a good knowledge of the streets of St Helier.

- Good educational background with good basic written communication skills.
- Excellent spoken communication and interpersonal “people” skills with the ability to remain calm and polite when dealing with difficult situations with the public. This is one of the key requirements of the role of Parking Control Officer and will be a tested for thoroughly during the recruitment process.
- The ability to give evidence in court in a clear and concise manner which may involve being cross examined.
- The ability to analyse situations and make fair and impartial judgements without supervision. Again this is another key requirement of the role and will be tested for during the recruitment process as tickets must be issued where required, where appropriate and everyone should be treated equally and fairly so that tickets issued are consistent.
