Job Overview
Jersey’s Government has embarked upon a rapid and unprecedented programme of transformation to deliver modern, quality, value-for-money public services for islanders. As part of this transformation, the New Healthcare Facilities (NHF) Programme will redevelop Jersey’s healthcare estate over the next 10 years across multiple sites, beginning with the delivery of a state-of-the-art Acute Hospital. This is the largest infrastructure project in the Island’s history, designed to provide Jersey residents with modern, high-quality healthcare facilities that are fit for 21st-century needs.
This vital programme of work necessitates the appointment of a Principal Project Manager who will support the NHF Programme Delivery Lead in the overall direction, coordination, & delivery of Jersey’s New Healthcare Facilities, the island’s largest ever public sector build programme. They will be responsible for the delivery of the programme throughout the scoping, briefing, construction, commissioning, handover, and mobilisation stages. The successful candidate will also deputise for the NHF Programme Delivery Lead when required.

What You will Do

- Lead the delivery of complex projects related to healthcare facilities, ensuring compliance with local, national, and international regulations.
- Working inter-departmentally and in conjunction with the healthcare team, designers and contractors
- Develop and implement project plans, specifications, and tender processes in collaboration with Business Leads and policymakers.
- Act as the lead expert, providing specialist technical advice to senior management and politicians, ensuring projects align with best practice and legislative requirements.
- Oversee feasibility studies and discovery work, ensuring projects are cost-effective and strategically aligned.
- Engage and consult with stakeholders, representing the New Healthcare Facilities Programme in discussions with government departments, industry third parties, and the public.
- Investigate and analyse modern methodologies and emerging technologies to improve project planning and service delivery.
- Coordinate multidisciplinary teams, including engineers, project managers, and procurement specialists, to ensure successful project execution.
- Set and manage project budgets, ensuring financial sustainability and value for money.
- Provide strategic reports and responses to senior stakeholders, ensuring transparency in project outcomes and risk management.

What You’ll Bring
We’re looking for an experienced and visionary Principal Project Manager with strong leadership skills and a proven ability to deliver major projects. Ideally, you will have:

- A Level 7 qualification or equivalent expertise in a relevant technical or engineering field (e.g. Chemical, Electrical, Mechanical Engineering, Environmental Waste Management).
- Have experience of working on construction projects
- A recognised project management qualification (e.g. APM, MSP, PRINCE2, Agile, Lean).
- Chartered membership of a relevant professional institution (e.g. ICE, IMechE, IChemE).
- A postgraduate management qualification or equivalent experience.
- Specialist knowledge of engineering disciplines, planning, legal, and regulatory frameworks in Jersey, the UK, and the EU.
- Strong understanding of budget management and business planning processes.
- Excellent relationship-building, planning, and organisational skills to drive long-term strategic initiatives.
- Proven ability to lead and motivate teams, fostering a culture of high performance.
- Strong written and verbal communication skills, with the ability to produce high-quality reports, engage with stakeholders, and represent projects in media or public forums.
- Experience managing large budgets and leading multidisciplinary project teams in complex environments.
- Political awareness and the ability to inform and liaise with senior stakeholders.
