Job Overview

We are seeking an experienced and passionate Registered Manager to lead two specialist community-based services: a rehabilitation unit supporting women with complex emotional needs, and a step-down service for adults with a complex mental health needs. This is an exciting opportunity to make a meaningful difference in the lives of individuals on their recovery journey, ensuring the delivery of high-quality, person-centred care that promotes independence, wellbeing, and positive outcomes.

As Registered Manager, you will provide strong operational and clinical leadership across both services, fostering a positive, recovery-focused culture and ensuring compliance with regulatory requirements and best practice standards. You will manage the multidisciplinary rehab team and work closely with families and external stakeholders.  You will drive continuous service improvement, support staff development, and create an environment where people can build confidence, develop life skills, and successfully transition towards greater independence within the community.

Job Purpose

The Registered Manager is responsible for the overall leadership, management, and development of two community rehabilitation services: a specialist rehabilitation unit for women with complex emotional needs and a step-down unit supporting adults with a range of mental health needs. The post holder will ensure the delivery of safe, effective, and person-centred care that promotes recovery, independence, social inclusion, and positive outcomes for the people we support.

Working in partnership with individuals, families, healthcare professionals and wider community services, the Registered Manager will foster a therapeutic and recovery-focused environment that empowers people to achieve their goals and maximise their potential. The role is accountable for regulatory compliance, quality assurance, staff leadership and development, financial performance, and continuous service improvement, ensuring both services operate to the highest standards of care, governance, and professional practice.

Statutory Responsibilities

As the Registered Manager, you will be the Jersey Care Commission Registered Manager responsible for the day-to-day management, quality, and compliance of both services. You will ensure that services operate in accordance with the Regulation of Care (Jersey) Law 2014, the Regulation of Care (Standards and Requirements) (Jersey) Regulations 2018, and all relevant Jersey legislation, regulatory standards, and professional guidance. 

Key statutory responsibilities include:

  • Acting as the Registered Manager for both services and maintaining registration requirements with the Jersey Care Commission. 
  • Ensuring services are safe, effective, person-centred, and recovery-focused, meeting all applicable Jersey Care Commission standards and requirements. 
  • Promoting and maintaining robust safeguarding practices to protect vulnerable adults from abuse, neglect, exploitation, and discrimination, working in line with Safeguarding Partnership Jersey procedures and guidance.
  • Ensuring compliance with the Capacity and Self-Determination (Jersey) Law 2016, including the assessment of capacity, best-interest decision-making, and supporting individuals to exercise maximum choice and control over their lives. 
  • Maintaining effective governance, quality assurance, risk management, incident reporting, and audit systems to promote continuous improvement and positive outcomes. 
  • Ensuring compliance with the Health and Safety at Work (Jersey) Law 1989, associated regulations, and organisational policies to provide a safe environment for service users, staff, and visitors.
  • Ensuring accurate, secure, and legally compliant records are maintained in accordance with data protection and confidentiality requirements.
  • Leading the recruitment, supervision, appraisal, and professional development of staff, ensuring workforce competency and compliance with safer recruitment practices.
  • Managing resources and budgets effectively to ensure the sustainability, quality, and continuous development of the services.
  • Ensuring service users are actively involved in planning and reviewing their care, promoting independence, dignity, choice, and community integration.

The Registered Manager will be accountable for fostering a culture of recovery, empowerment, and continuous improvement, ensuring that both services deliver high-quality support for women with complex emotional needs and individuals with complex mental health needs, while remaining fully compliant with Jersey's regulatory and legislative framework

 

Qualifications

 

  • Professional qualification in a health or social care discipline, such as:
    • Registered Mental Health Nurse (RMN)
    • Social Worker
    • Occupational Therapist
  • Current registration with both the Jersey Care Commission and the relevant professional body (e.g. Nursing and Midwifery Council (NMC), Social Work England, Health and Care Professions Council (HCPC), or equivalent recognised professional registration).
  • RQF Level 5  Leadership and Management or similar or willing to work towards or willingness to achieve within an agreed timeframe.
  • Evidence of continuous professional development relevant to mental health, complex emotional needs, rehabilitation, recovery leadership, and service management.

Knowledge

The successful candidate will demonstrate:

  • Comprehensive knowledge of mental health recovery models, psychosocial rehabilitation, and strengths-based approaches to supporting individuals with complex and enduring mental health needs.
  • A thorough understanding of complex emotional needs, personality disorder, trauma, attachment theory, self-harm, suicide prevention, and trauma-informed care principles.
  • Strong knowledge of relational security, positive risk-taking, and least restrictive practice.
  • Excellent understanding of safeguarding adults and children, professional boundaries, duty of care, and the management of serious incidents and complaints.
  • Detailed knowledge of the Regulation of Care (Jersey) Law 2014, Jersey Care Commission Standards and Requirements, and the responsibilities of a Registered Manager under Jersey's regulatory framework. 
  • Sound knowledge of the Capacity and Self-Determination (Jersey) Law 2016.
  • Understanding of governance frameworks including audit, risk management, quality assurance, performance monitoring, and continuous service improvement.
  • Knowledge of clinical governance principles and how to maintain safe, effective, evidence-based services.
  • Understanding of supported living, rehabilitation pathways, discharge planning, and community integration for people with mental health needs.
  • Knowledge of co-production and service user involvement, ensuring individuals are actively engaged in decisions affecting their care and recovery.
  • Understanding of workforce planning, supervision, performance management, staff wellbeing, and the development of high-performing teams.
  • Knowledge of budget management, resource allocation, and financial accountability within health and social care settings.
  • Understanding of equality, diversity, inclusion, human rights, and anti-discriminatory practice.
  • Knowledge of data protection, information governance, confidentiality, and professional record-keeping standards.
  • Awareness of current best practice, national guidance, and emerging developments in mental health, rehabilitation, and community-based services.

This role would particularly suit a Registered Manager who has a strong understanding of complex emotional needs, trauma-informed practice, mental health rehabilitation, and recovery-focused service delivery, alongside the leadership skills required to oversee multiple regulated services and drive excellence in care.

Experience

Significant experience in the management of mental health services, supported living, rehabilitation, or residential care services.
Experience of supporting individuals with complex emotional needs, personality disorder, trauma-related presentations, and/or severe and enduring mental illness.
Proven experience of leading, developing, and motivating multidisciplinary teams.
Experience of regulatory compliance, quality assurance, clinical governance, and service improvement.
Experience of managing budgets, staffing resources, and operational performance.
Demonstrable experience of working in partnership with healthcare professionals, families, and community partners.
