Job Overview
The Childcare and Early Years Service (CEYS) is seeking an enthusiastic and motivated individual to join our team as a regulatory childcare officer.
As part of your role, you will support effective practice in safeguarding and promote the welfare and wellbeing of children. You will have opportunities to deliver safeguarding training to the practitioners from our diverse set of registered organisations. Ensuring the safety and wellbeing of children through regular reviews of the registered childcare settings on island is the main part of this role.
Previous experience in working with or for children is necessary and if you have experience and a level 3 qualification in playwork or early years we’d love to hear from you.
Applicants must be British Citizens, ‘Entitled to Work’ in Jersey and hold a valid driving licence. A minimum of 2 A Levels or equivalent is required, with a qualification at degree level preferred. The role is subject to vetting / enhanced background checks before appointment is confirmed.”

Advise the Manager for Registration and Regulation as to the suitability of applications for registration and continued registration of Childminders, Childhood and Early Years settings, using the Statutory Requirements.
Support providers with accurate advice during the registration process. When unable to recommend continued registration, liaise with line manager providing supportive evidence of why registration cannot take place. Write a comprehensive review report with accompanying Conditions of Registration, recommending the continued registration of providers.
To support settings with safeguarding concerns and liaise with Manager of Registration and Regulation.
Make unannounced follow-up and pop-in visits to determine whether agreed actions (as a condition of registration) have been implemented, and Conditions for Registration continue to be met.
Facilitate mandatory training for all registered childcare providers to ensure compliance with relevant Statutory Requirements. Agree with managers regarding settings where training could be provided in support of quality improvement.
Investigate complaints and allegations and liaise with other agencies as required.
Ensure the Administrator is provided with accurate details on the registration of providers, in order that legal requirements can be met, and data are available for review, reporting and monitoring purposes.
Contribute to an annual review of regulatory policy and procedure, providing sound evidence-based evaluations in support of any proposed changes.
Work in partnership with other government departments and organisations to ensure providers are compliant and children are safe and well supported.
Play an active role in wider department activity that includes evaluation and reflection, team meetings and CPD opportunities.
Comply with the policies and procedures of working with the CYPES Directorate and within the Childcare and Early Years Service.

Qualifications
Relevant Early Years and /or Playwork qualification at Level 3 and at least 3 years proven ability in the field.
Evidence of further study and commitment to CPD.
Safeguarding and child protection trained.

Degree and/or higher diploma level in a relevant field, e.g. Early Childhood Education
A recognised teaching qualification in adult learning. . |
Knowledge
Maintaining a thorough understanding of the Day Care of Children (Jersey) Law, 2002 and subsequent legislation is essential, with the ability to relevantly apply this in the practical context of registration. Full working knowledge of relevant policies/codes of practice and awareness of relevant legislation. Working knowledge of early years curriculum and other relevant learning and development programmes and strategies. Understanding of principles of child development and learning processes Knowledge of Health and Safety. Understand the range of support services/providers/agencies available for all ages of children, including Best Start Partnership and Children and Families Hub.

Technical Work Based Skills
Able to use ICT effectively to support your work, e.g. Outlook, Word, Excel, etc.
The post holder is required to hold a full driving license and be prepared to use their own vehicle to travel to varied sites across Jersey.

Experience
A minimum of 3 years post qualifying experience.
Relevant experience of working with children, families and/or relevant services.
