Job Purpose
Jersey’s Government has embarked upon a rapid and unprecedented programme of transformation to deliver modern, quality, value-for-money public services for islanders. As part of this transformation, the New Healthcare Facilities (NHF) Programme will redevelop Jersey’s healthcare estate over the next 10 years across multiple sites, beginning with the delivery of a state-of-the-art Acute Hospital. This is the largest infrastructure project in the Island’s history, designed to provide Jersey residents with modern, high-quality healthcare facilities that are fit for 21st-century needs.
This vital programme of work necessitates the appointment of a Senior Project Manager who will support the NHF Programme Delivery Lead in the overall direction, coordination, & delivery of Jersey’s New Healthcare Facilities, the island’s largest ever public sector build programme. They will be responsible for the delivery of the programme throughout the scoping, briefing, construction, commissioning, handover, and mobilisation stages. The successful candidate will also deputise for the Programme Principal Project Manager when required.

What You will Do
- Develop and manage the delivery of projects within the New Healthcare Facilities Programme, ensuring alignment with strategic objectives.
- Working inter-departmentally and in conjunction with the healthcare team, designers and contractors
- Oversee project planning, tracking progress, and ensuring milestones are met.
- Identify, assess, and manage project risks and issues, implementing robust mitigation strategies.
- Establish and maintain effective governance and project control frameworks.
- Prepare and present reports, providing timely and accurate project updates to senior stakeholders and decision-makers.
- Lead engagement with key stakeholders, ensuring transparent communication and collaboration.
- Drive organisational change by embedding best-practice project management methodologies.
- Manage and mentor staff, fostering a high-performance culture.

What You will Bring
We’re looking for an experienced and proactive Senior Project Manager with strong leadership skills and a track record of delivering complex projects. Ideally, you will have:
- A degree or equivalent experience in a relevant field.
- A recognised project management qualification (e.g. APM, MSP, PRINCE2, Agile, Lean).
- Have experience of working on construction projects
- Extensive knowledge of project management methodologies, governance, and risk management.
- Strong analytical skills with the ability to assess data and provide strategic insights.
- Experience in stakeholder management, with excellent engagement and communication skills.
- The ability to manage multiple priorities in a fast-paced, multi-stakeholder environment.
- High IT literacy, with proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and project management tools.
- An understanding of the political and strategic landscape of Jersey and its impact on major infrastructure projects.
- Knowledge of supply chain procurement and challenges in delivering major projects in Jersey.
