Job Overview

The Senior Specialist Adviser - Formulary Pharmacist will work with the Associate Chief Pharmacist to implement the Health and Care Jersey Medicines Optimisation Strategy to assure the delivery of medicines optimisation in all healthcare services

Job Purpose

Lead for the development and maintenance of a prescribing formulary which reflects the medicines optimisation strategy and facilitates the use of the most cost-effective and therapeutically beneficial medicines across HCJ and wider healthcare services.

Assure the delivery of medicines optimisation across HCJ to ensure that medicines use, and prescribing is of high quality, is safe, and cost-effective.

Statutory Responsibilities

The postholder will have to comply with all relevant States Laws, such as the Health and Safety at Work (Jersey) Law 1989 and any other associated legislation, Standing Orders, Financial Directions, and other relevant Codes of Practice, in respect of managing the key project deliverables of programmes and costs through the active management of procurement, approval, financial and administrative procedures.

Line Management responsibilities

Performance manage direct reports and manage the delivery of the relevant training and education programme to pharmacists and technicians within the department and to clinicians and managers across HCJ

Working across care groups provide oversight and clinical support for the development of a medicines formulary that supports medicines optimisation in specialist, complex or rare conditions within different specialities.

To support the analysis and provide oversight and clinical support for the management of new and existing medicines used in all specialist areas including for complex or rare conditions within different specialities. This will include the population and maintenance of the Blueteq system

Contribute to and implement the provision of specialist information to support formulary decisions and applications for Individual Funding Requests for medicines

Develop systems and processes to support the safe introduction and monitoring of new medicines for patients, Islanders and HCJ.

Identify changes in practice through undertaking analysis and ensure risk assessments of medicines systems across HCJ are completed, to ensure that high priority risk issues and trends are identified, and appropriate action taken.

Develop and implement national or locally agreed selection criteria for use of all medicines via monitoring systems so as to ensure appropriate use and safeguarding of public money.

Qualifications

Degree in pharmacy.

Registration with the General Pharmaceutical Council  of Great Britain

Post-graduate MSc OR Diploma in Clinical Pharmacy OR relevant clinical experience

Knowledge

Specialist knowledge of therapeutics of pharmacy practice, medicines optimisation, common disease states and frequently used therapeutic regimes.

Specialist knowledge of medicines governance, safety and management, and improving patient safety

Evidence based medicines practice and statistical analysis Up to date knowledge of national guidelines and legislation relating to medicines use and pharmacy practice. Understanding the needs and challenges of working with a wide range of stakeholders.

Evidence of post qualifying and continuing professional development Practical knowledge of maintaining records according to confidentiality and data protection protocols

Experience

A minimum of 4 years post-registration experience in hospital practice, including 2 years’ experience in clinical pharmacy practice .

Experience of working effectively within a multidisciplinary team.

Facilitation and tutoring of pharmacy staff

Ability to interpret relevant clinical and professional standards and legislation in relation to medicines and pharmacy.

Highly developed analytical skills, with advanced knowledge, experience and judgement to analyse and interpret highly complex / multifaceted problems and situations.
