Job Purpose
To assist in the day to day management of the facilities department at the States of Jersey Police, to ensure all operational requirements and legal regulations are met, through the efficient procurement of equipment, management of stores, maintenance of buildings as well as access and other security systems.
Job Specific Outcomes 1 of 2
1. Maintain a robust procurement system for all specialist and non-specialist goods and supplies. Ensure adherence to the Government of Jersey policies and procedures and Public Finance Manual to ensure best value for money when procuring services.
2. Liaise with managers and interpret their requirements in order to provide a purchasing service for specialist areas and departments.
3. Research and maintain knowledge of up to date job specific suppliers and developments in goods and services, ensuring the most appropriate companies to approach.
4. Request quotations, negotiate discounts, coordinate and administer delivery of goods and services. Raise and receipt purchase orders and liaise with SoJP/GoJ shared services to ensure all payments’ are made to suppliers within the terms of agreement.
5. Assist in the implementation and development of an inventory and Asset Register in accordance with SoJP/GoJ/Audit policies and procedures.
6. Ensure a comprehensive stores service is delivered to meet the needs of SoJP, ensuring that adequate levels and the appropriate items are available when required, including staff uniforms, specialist clothing, prisoner bedding, officer equipment.
7. Maintain computerised security door access and ensure all personnel have appropriate access to various SoJP premises are in line with the relevant protocols and policies and procedures.
8. Perform appliance testing on all relevant items at SoJP, including periodic fire alarm and portable appliance (electrical equipment) testing, to record, rectify faults whilst ensuring compliance with Health and Safety Regulations.
9. Liaise with Site Supervisor to ensure that Facilities Department is meeting business needs. Keep up-to-date with relevant regulations, legislations and SoJP/GoJ policies and procedures in relation to estate and security management.
10. Cover any other ad hoc duties at the request of SoJP in pursuance of managing business support services requirements in a timely, efficient and effective manner.
Qualifications
Essential: Good level of education – specifically numeracy and literacy; IT literate.
Desirable: Level 3 CIPS (or be willing to work towards this)
Knowledge
Essential: Working knowledge of current Health and Safety (Jersey) Law.
Desirable: IOSH managing safety qualification; Working knowledge of current Data Protection Law.
Technical Work Based Skills
Essential: Full clean driving licence
Desirable: Working knowledge of GoJ Procurement System; Working knowledge of inventory and asset management
General skills / attributes
Essential: Good communication skills; Good organisational skills; Ability to work using own initiative.
Experience
Essential: Experience of working within the boundaries of strict policies and procedures; Experience of working within Health and safety procedures.
