Assistant Revenue Officer - Revenue Jersey

Revenue Jersey forms part of the Treasury and Exchequer department.  We administer and collect over £800m in revenue each year which funds Jersey's public services.  Our team directly contributes to the collection of revenue which protects our island's economy.

 

We are looking to fill Assistant Revenue Officer roles across various teams within Revenue Jersey including our Personal Customers team and our international team.

 

Successful candidates will have excellent attention to detail, strong analytical skills and be able to offer a high level of customer service either in person, over the telephone or via email.

International Tax

 

Assistant Revenue Officers within this team will have the opportunity to work with their team members in collecting and exchanging tax information with other countries.  Duties will include providing advice and support with regards to international compliance under Jersey's current and forthcoming international tax agreements and supporting businesses making returns ensuring that every business that needs to submit reports does so completely and correctly.

Personal Income Tax

 

Assistant Revenue Officers within this team are responsible for reviewing and scrutinising returns that are received to ensure that all income is declared correctly, and that claims for relief made are consistent and allowable within the provisions of the Laws.  Duties will also include, responding to all types of tax queries from customers (face to face, by telephone and via email) and assessing eligibility for allowances and concessions, including benefits in kind, to ensure that the correct level of revenue is collected.

Job Purpose

The first point of contact to customers contacting and visiting the department in order to answer queries, including international and policy queries, process assessments, determine liability and examine simple low value business accounts.

Statutory Responsibilities

Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time.

Job Specific Outcomes

  1. Responding to all types of queries from customers (individuals, employers, agents and financial institutions) face to face, by telephone and via email in order to answer queries and process assessments, determine liability.

 

  1. Attend compliance visits to customers / contributors premises in order to determine liabilities.

 

  1. Reviewing internal and various third-party data sets, including Court summons lists; direct debit exceptions lists; un-batched repayments on routine basis to establish need for Revenue Jersey action. 

 

  1. Assessing eligibility for allowances and concessions, including benefits in kind, in order to ensure that the correct level of revenue is collected.

 

  1. Registering and deregistering businesses for the purposes of GST, International Service (ISE), international tax reporting to include CRS, FATCA and other exchange of information agreements.

 

  1. Maintaining the personal tax records and social security contributions of circa 55k cases and some 4k employers including a range of personal and financial records on paper and digital media in order to ensure that records are accurate.

 

  1. Carrying out basic research and analysis into customers on behalf of Senior Specialist Officers and Managers in order to provide information on revenue matters.

Qualifications

 

Essential:

 

  • GCE A level standard of education, or equivalent.

 

  • Willingness and ability to undergo in-house training.

Knowledge

 

Desirable:

 

  • Previous experience in use of Revenue Jersey bespoke IT systems.

 

  • Knowledge and understanding of Revenue Jersey’s vision, structure and people management policies and practices.

 

  • An understanding of Jersey revenue laws.

 

  • Familiarity with AML/client take on procedures.

 

Technical Work Based Skills

 

Essential:

 

  • IT literate with basic knowledge of Microsoft Office applications, including Word, Excel, PowerPoint and Outlook.

 

  • Excellent numerical skills and the ability to work accurately with figures whilst under pressure.

 

  • Ability to prioritise work in accordance with pre-determined requirements.

 

  • Excellent analytical skills to understand problems or situations, select the appropriate approach to resolve the problem, and reflect on the result.

 

 

Desirable:

 

  • Ability to speak a relevant community language e.g. Portuguese or Polish and demonstrate a cultural awareness to support customers whose first language is not English.

 

General skills / attributes

 

Essential:

 

  • Excellent oral and written communication skills with the ability to adapt the approach dependant on the circumstances.

 

  • Good level of customer service including the ability to carry out negotiations and demonstrate a level of assertiveness when circumstances dictate to achieve a positive outcome.

  • Ability to build rapport with customers to quickly understand their needs, manage or triage to a colleague.

 

  • Ability to manage important relationships with stakeholders and customers.

 

  • The job holder may be required to be vetted to Security Clearance (SC) level and may in due course require Developed Vetting (DV) and must be prepared to undertake that process.

 

  • Must be prepared to work flexibly in all areas of Revenue Jersey appropriate to the grade and role.
