Job Overview

The PMDT team is key to the long-term sustainability of the organisation, working collaboratively alongside central government Finance and HR colleagues to ensure the delivery of an efficiencies programme. Members of the team will be involved in reporting sensitive highly complex information, ensuring continuous communication with the Care Group and Workstream leads to ensure that the progress of the programme is accurately reported and drives clinical and financial improvements. The team is instrumental to development of a long term HCS Strategy and a valuable knowledge base for articulating future investments required and ensuring benefits of change are realised.

 

The Change Manager for Procurement, Medicines Management, Non-Pay, Estates & Facilities is required to develop, lead and deliver a portfolio of complex strategic change and continuous improvement projects across the whole of the health and care system to support the delivery of HCS’s FRP vision to create a healthy island with safe, high-quality, affordable care that is accessible when and where our service users need it.

Job Overview

The successful post holder will drive efficiencies within this diverse portfolio:

Procurement/Non-Pay: Working with HCS service areas and GoJ Commercial Services Teams, the change manager will lead on the successful delivery of efficiency projects within the aligned business area. The post holder will provide advice concerning successful contracting within public procurement regulations GoJ’s and HCS’ internal regulations and policies.  The post holder will lead the establishment and/or enhancement of robust relationships within the aligned business area and wider organisation, to drive productive collaboration between the stakeholders and the procurement function in the effective forward planning of procurement / projects requirements. The post holder will drive HCS’s involvement in managing existing contracts ensuring optimum value for money and monitoring against set KPI’s and SLA’s and develop tendering documents for bespoke contracts for but not limited to; estates works, goods, services and other areas of category spend as required, including research, preparation, issue, scheduling, evaluation, reporting on tenders and award and the management of contracts.  The post holder will also work closely with clinical care groups and operational teams to ensure that we are optimising consumable and non-pay resources, by implementing balanced stock control, ordering and storage, driving economies of scale of consumable use to name but a few.

Estates & Facilities: Working with an established Estates and Facilities team, the change manager will assist in providing support and guidance in further developing efficiencies and income generation opportunities for HCS.  The successful candidate will have a deep commitment to integration, with a clear understanding of how to navigate new ways of working, and a resolute focus on delivery to help shape efficiencies opportunities of the Estates and Facilities Management department.

 

Medicines Optimisation: HCS are passionate about driving development of providing high quality care with an emphasis on services to patients, through a modernised lean process. The role will work with a wide range of stakeholders in health and care to deliver pharmacy and medicines optimisation projects.  The change manager, working with clinical teams will ensure value for public money and helping to improve outcomes for patients. This is an exciting opportunity for a change manager to work alongside pharmacists, pharmacy technicians, clinicians, and colleagues across HCS. The post holder will input into the development and delivery of clinical services which will make a difference to patients, whilst providing financial sustainable efficiencies in line with the FRP programme.

This is a permanent post at 37 hours per week. It is fast paced but interesting for the right candidate.

  1. Leads and delivers a portfolio of change and continuous improvement projects to ensure that appropriate project management methodologies, governance and reporting are in place and followed for their portfolio in order to achieve project objectives and realise target benefits.
  2. Develops and describes a robust case for change for their portfolio of projects to prioritise projects and provide sound advice on investment and impact.
  3. Leads senior stakeholder management and engagement strategies for the portfolio and is transparent about competing priorities and challenges to persuade, negotiate and manage expectations across different stakeholder groups.
  4. Agrees and oversees the benefits realisation for the portfolio to ensure that change and continuous improvement projects contribute to the overall business’ objectives and communicates progress with senior stakeholders

  7. Provides challenge and commentary about any aspect of the financial recovery and efficiency projects to shape the programme so that business objectives and expected benefits can be delivered. 
  8. Advises on data needed to support development of the portfolio so that key project decisions and governance are supported by a sound base of evidence.
  9. Identifies and advocates for opportunities for health systems to support change and continuous improvement and liaises with the wider HCS team.
  10. Coaches, mentors (and where appropriate provides line management of) other members of the PMDT Team as well as other stakeholders outside of the immediate team to develop colleagues’ capabilities in designing and delivering change.

Person specification

Qualifications

Essential: Educated to degree level in a subject that will give some theoretical background in change and/or business management or demonstrate such a level of equivalent qualifications. and experience. Holds one or more recognised programme, project or change

management qualifications (e.g. MSP, PRINCE2, AGILE, Lean, etc.)

 

Knowledge

Essential: Excellent grasp of project management methodologies, governance, stakeholder management and data analysis.

Desirable: Knowledge of States of Jersey financial processes and experience of managing budgets. Knowledge of States of Jersey structures and central SoJ project management processes

Technical Work Based Skills

Essential: Numerical skills and the ability to produce accurate management information. The ability to scope, plan, implement and realise the benefits of a project through interpretation of quantitative and qualitative information. Analytical skills to understand highly complex problems or situations, select the appropriate approach to resolve the problem. Ability to break down potential solutions into manageable elements and plan these in a logical and sequential manner, considering interdependencies, resource and cost implications. Demonstrable skills using such as Microsoft Word, Excel, PowerPoint and Project.

General skills / attributes

Essential: Excellent oral communication to liaise with, persuade and influence senior stakeholders and those at all levels. Must have an eye for detail, the ability to problem solve, to process work with accuracy and prioritise tasks. Ability to produce high quality, easy-to understand written reports and presentations, which may include succinct summaries of highly complex situations.

Experience
