Job Overview

Forensic Services support States of Jersey Police (SoJP) in tackling crime.  You can help in maintaining public safety on the Island. This is because as a Quality Manager, you'll make sure forensic service activities carried out by SoJP have quality embedded in their practices and procedures.

Whether you're a Quality Manager at the moment or maybe an experienced Lead Auditor, this is your chance to move into the fascinating arena of public safety and forensic investigation. As the Quality Manager you will progressively design, build, maintain and continuously improve a Quality Management System (QMS).
Working to the Head of Forensic Services.  You'll give expert advice and provide leadership on all quality matters.  Once developed you will manage the QMS and inspire the small team of forensic technical staff to shape and deliver the QMS.
Clearly, your communication, organisation and strategy skills are going to be key.  You must have proven experience in Quality Management, and have designed or at least contributed to building a QMS and developed a knowledge of relevant international Standards (ISO 17025/17020)

You'll bring us your ability to understand and interpret Standards in order to determine the most appropriate implementation methodology, and a good knowledge of recognised Quality Management tools and techniques.

Job Purpose

Responsible for leading and embedding a culture of continuous improvement and embedding quality management across the Forensic Investigations Unit (Crime Scene Investigators & Digital Forensic Unit) and wider operational States of Jersey Police (SoJP) departments, together with key stakeholders as required.

The Quality Manager, will lead on coordinating the implementation, streamlining and maintenance of quality standards to improve the integrity of Forensic Science Activities (FSAs) delivered across the SoJP and Criminal Justice System (CJS) partners ensuring maintenance of forensic service provision for SoJP and confidence in forensic science within the CJS

Job Specific Outcomes

 Lead in the shaping, development, implementation and ownership of an effective Quality Management System (QMS) and Training Framework across the Forensic Investigations Unit to work towards, obtain and maintain required accreditations/compliance across multiple Forensic Science Activities.

 Act as a single strategic professional senior point of contact to internal and external stakeholders to support, guide and make recommendations on all aspects of Regulatory Code compliance and associated ISO (International Organisation for Standardization) accreditation, and Forensic Quality Team service delivery.

 Advise the Head of Forensic Investigations Unit/Senior Accountable Individual (SAI) on all quality matters to support compliance and lead on continuous improvement activities.

 Manage and undertake peer review, audits, validation, competency and inter laboratory testing to support continuous improvement.

 Monitor the latest developments with regards to quality standards and forensic training. Propose and implement new procedures, systems, processes and initiatives to enable SoJP to meet and benefit from any new Regulatory Code and/or accreditation requirements or innovations; liaising with strategic partners to ensure the benefits of accreditation are realised.

 Produce and present reports for the senior leadership team relating to the quality management within the Forensic investigations unit.

 Any other reasonable task as requested by the manager of the Forensic Investigations unit.

 

Qualifications

Essential - Qualification in crime scene technology or quality management, or similar to level 5 or equivalent Relevant management qualification (e.g. CMI level 5) or equivalent experience.

Knowledge

Essential - Working knowledge with of a Quality Management System (QMS). Working knowledge and understanding of the Application of ISO quality standards.

Desirable -  Thorough knowledge of forensic investigations processes.

Technical Work Based Skills

Essential - Analytical skills to allow the interpretation of results. Problem solving. Change control and validation skills. Skilled in auditing and nonconformity reporting. Skilled in quality and risk management. Awareness of Forensic Processes. Use of quality management software applications. Implementation of Quality Systems.

General skills / attributes

Essential - Ability to make good decisions quickly and autonomously – demonstrating innovative approach and logical process to evaluating information and enquiries and assessing what is important to identify and prioritise appropriate responses. Ability to work under pressure with demanding workloads and deadlines. Excellent verbal and written communication skills at all levels, including the ability to write concisely and accurately and to produce high quality correspondence and documentation for internal and external circulation

Experience

Essential - Experience in the management of ISO standards and compliance with regulations and working within an ISO accredited environment. Previous experience of implementing continuous improvement and working with and maintaining of ISO quality standards. Experience of planning, project management and/or business improvement work. Experience of managing, leading and developing individuals and teams. Experience of building and maintaining internal and external partnerships.

 

Desirable - Previous experience of leadership and / or supervision in a Forensics environment Experience of:

(i) working to transition to the Forensic Science Regulator’s statutory code.

(ii) Assessment management with or by UKAS (iii) Technical management of FSAs

(iv) Validation

(v) Performance management

(vi) Auditing
