Job Purpose

The A&MI Senior Analyst provides timely, accurate, high quality and robust analysis which informs decision making and service improvements. They enable, promote, and support the effective use of data, information, knowledge, and technology to support and improve service delivery.

 

This role will be supporting the Treasury and Exchequer Department. The post-holder is expected to have or to develop expert working knowledge of the business area.

 

Statutory Responsibilities

This role is politically restricted. The job holder is not permitted to undertake political activity involving standing for election to the States or as a Parish Constable, or publicly supporting someone who is standing for election or playing a public part in any political manner.

 

Job Specific Outcomes

  1. Continuous Improvement Initiatives: Implementing continuous improvement initiatives to enhance data collection processes, reporting accuracy, and efficiency.
  2. Cross-functional Collaboration: Collaborating with Finance Business Partners and cross-functional teams to identify opportunities for synergy and alignment in data collection and reporting processes, ensuring consistency and coherence in reporting across departments.
  3. Performance Metrics Tracking: Establishing key performance indicators (KPIs) to track the effectiveness of data collection, analysis, and reporting efforts, and regularly reviewing and adjusting these metrics as needed.
  4. Technology Integration: Evaluating and implementing new technologies or software solutions to streamline data collection, analysis, and reporting processes, keeping abreast of emerging trends and innovations in data analytics.
  5. Personal Development Initiatives: Facilitating personal development initiatives for team members, including mentoring, coaching, and providing opportunities for skill enhancement in data analysis, visualization techniques, and reporting tools. Encouraging continuous learning and professional growth to strengthen individual capabilities and foster a high-performing team culture.
  6. Risk Management: Identifying and mitigating risks associated with data collection, analysis, and reporting processes, ensuring data integrity and compliance with regulatory requirements.
  7. Quality Assurance: Implementing quality assurance measures to validate the accuracy and reliability of data sources, analysis methodologies, and reporting outputs, ensuring data-driven decision-making at all levels of the organization.
  8. Client Satisfaction: Soliciting feedback from internal customers on reporting formats, content, and frequency, and adjusting ensure that reporting meets their evolving needs and expectations.
  9. Compliance Monitoring: Monitoring regulatory changes and updates relevant to data collection, analysis, and reporting, and ensuring that reporting practices remain compliant with evolving legal and regulatory requirements.
  10. Project Management: Leading or participating in data-related projects aimed at improving data governance, data quality, and reporting capabilities, ensuring successful project delivery within scope, budget, and timeline constraints.

Qualifications

Essential: Degree level education with a numerical component or proven analysis skills from work experience.

Desirable: Knowledge of organizational and political processes, public sector experience.

Knowledge

Essential: Understanding of information flows, data mining, information systems, and research methods. Knowledge of quantitative and qualitative research methods, business intelligence and analytical techniques. An understanding of how data and analysis can be used to improve service performance and outcomes. The ability to apply the principles of project management.

Desirable: Familiarity with public sector services and stakeholder needs.

Technical Work Based Skills

Essential: Data analysis, the ability to present complex analysis in a comprehendible way that drives action, Microsoft Office knowledge, a proficiency in industry-standard report writing tools, project management knowledge.

General skills / attributes

Essential: Customer focus, communication, self-management, attention to detail, problem-solving, innovation, collaboration, ability to handle challenging situations, professionalism. Ability and drive to learn how to use new business intelligence reporting programmes/ software

Experience

Essential: Working with complex datasets, managing changing priorities.

Desirable: Public sector or relevant business area experience (e.g. Finance, Accountancy etc.)
