Mechanical Technician - Multiskilled
We have an opportunity for a Mechanical Technician to join the Mechanical Engineering workshops within Health and Care Jersey maintaining the critical infrastructure at the general hospital and community sites. This is
a diverse and demanding role/position that will see the successful candidate working within a highly specialised team. The role will require the ability to call upon your mechanical skills to diagnose, fabricate, isolate, repair and reinstate all aspects of mechanical infrastructure throughout HCJ as an organisation. Specialised training will be provided to develop individuals to be able to work on the health specific equipment not found in other areas of the industry.
Appointment would be at MW grade TECH08 (multiskilled) salary range: £49,443.22 - £54,290 but consideration would be given to applicants not fulfilling the multiskilling criteria but who can demonstrate a solid background in a relevant trade and would be started at MW grade 7, salary range: £43,598 - £46,358 with the view to training and progression to MW grade TECH08.

Job Purpose
To carry out a range of duties in relation to a cross section of plant, machinery, infrastructure, and medical devices located within HCJ assets including testing, inspecting, condition surveys, routine and reactive maintenance, and the installation of components/equipment, from the perspective of mechanical engineering

To inspect, diagnose and repair faults on technical equipment and assets, including the installation and commissioning of new equipment.

Carry out and develop planned preventative maintenance, servicing and overhauls of equipment and assets including performing inspection and testing of medical devices and systems in accordance with the statutory regulations appropriate to the equipment being worked on. This will include but not be limited to the following -
- Air handling plant, environment controls and ventilation distribution network
- Commercial and domestic hot and cold-water services
- Foul and surface water drainage systems and plant
- Emergency diesel generator plant
- Hydrotherapy pool plant and services
- Water treatment plant and controls
- Commercial laundry and catering equipment
- Medical and surgical equipment, furniture, and appliances
- Laboratory plant and equipment
- Patient handling equipment, hoists beds, couches lifting and mobility aids
- Medical gas pipeline systems appliances and monitoring equipment
- Steam raising plant (up to 10bar) distribution systems and ancillary plant
- Industrial and domestic heating and hot water boilers, distribution systems and ancillary plant.
- Decontamination plant, disinfection, and sterilization services
- Adherence to Hospital Technical Memorandums and relevant statutory and non-statutory legislation.

They will take an active role in the creation, development and implementation of health and safety written risk assessment including the production of written dynamic risk assessments when in site and dealing with situations not conforming to a standard risk assessment. The role holder will assist asset owners, chargehands and managers with the production of method statements when requested.

Assist in the design, manufacture, or modification of simple components, which are not subject to statutory design criteria, nor affecting the safe use or operation of any equipment. This will therefore involve the role-holder using machining skills to, for example, fashion pump shafts of dimensions, shape, or other requirement, from raw materials, such as metal bars. The metal used can vary, and may be, for example, bronze, brass, or stainless steel and to fabricate/weld/construct components from sheet steel/stainless steel/aluminium/alloys.

Carrying out all required preparation and cleaning of equipment and assets both prior to, and following, maintenance or repair. The role-holder is required to use appropriate tools and specialist machinery in a safe manner to carry out the necessary tasks efficiently.

Periodically, the role-holder will organise jobs distributed by line managers and chargehands from other sections, particularly where it is critical for a job to be undertaken or in emergency situations when time is very limited.

The role holder is required to report back on the work that they have carried out, the materials used, the time taken, any further work which may be required and the condition of the asset in question by using the appropriate work reporting system.
Person specification
Strong written and verbal communication skills to interact with others, including Medical Clinicians, other Engineers and patients along with PC and IT literacy skills are essential. The ability to work alone with minimum supervision and be responsible for your own decision-making is required.
The role-holder is expected, when working with a less experienced colleague/an apprentice, to supervise that person. Otherwise, the role-holder will be looking for guidance from a charge hand or the role-holder’s line manager.
Statutory Responsibilities
Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time.
Qualifications
The role holder must have successfully completed a recognised mechanical engineering apprenticeship, normally of 4 years duration. They must also have obtained a minimum of a City and Guild level 3 (or equivalent) qualification in a relevant trade discipline, recognised as the role holders core skill qualification.
Knowledge
- Proven broad mechanical experience and knowledge gained throughout the industry
- Basic knowledge of other trades in order to provide support and assistance to the wider teams

- Strong analytical skills to help diagnose, repair and maintain Medical and Non-Medical equipment.
- The role-holder is required to complete risk assessments before commencing any work.
- To be able to communicate in a technical manner.
- Hold a valid driving licence.
- Have a high level of manual dexterity required to operate tools including sensitive test and diagnostic equipment
General skills / attributes
Will be advantageous to have a previous knowledge of reading and understanding technical drawings to enable logical fault finding.
Experience
- Have previous experience in Health and Safety , be familiar with Risk and Method Statements and safeoperating procedures.
- Knowledge of Building Management Systems, Heating and Ventilation Systems would be advantageous .
