Job Overview

The Infrastructure & Environment Telemetry/SCADA is an automated system used to monitor and control island-wide industrial processes, such as wastewater collection and treatment over multiple sites. The Telemetry system is critical in monitoring the department's 24/7 operations and giving early warnings of problems. The department managers, operatives, and technicians use workstations, mobile platforms, and smartphones to interact with the system. The Telemetry system consists of field devices, a communications network, and a Masterstation network at Bellozane.

The field devices range from small battery-powered loggers with a few points of data to mains-powered devices that collect over 1,000 points of data. All the devices have firmware that requires configuration, and many can run their own control logic programs as well.

The island-wide communications network consists of a fibre optic backbone, Remote Basestations operating as data multiplexors, firewalls, UHF industrial data radios, 4G industrial modems, and microwave point-to-point links.

The network consists of two Masterstations and multiple workstations running on a fibre optic network. The Masterstations each have multiple servers, firewalls, 4G modems, and communications connections, and either one can run the system, with automatic handover to the other unit if there is a failure.

Statutory Responsibilities

applicable to the role, as amended from time to time.
This role is politically restricted. The job holder is not permitted to undertake political activity
involving standing for election to the Government or as a Parish Constable, or publicly supporting
someone who is standing for election or playing a public part in any political manner.

Budgetary Responsibility

Provide cost control of work undertaken by contractors, by ensuring received accounts are in
accordance with contractual agreements, and resolving any discrepancies to assist with efficient
and effective project delivery.

• Maintain the telemetry system information technology assets, including servers, workstations, tablets, smartphones, and network infrastructure, including OS patching, firmware upgrades, and cyber security updates.

• Assist in the design, build, and fit of new telemetry installations, including communications methods (aerials, radio equipment), mimic construction (animated, diagrammatic representations of equipment & plant online), and software configuration. Work closely with manufacturers’ technical teams to ensure new technology is successfully integrated into existing hardware and software platforms.

• Work closely with other sections/customers as required to coordinate and advise on the fitting and modification of telemetry outstations, liaising with Infrastructure & Environment operational asset managers and external clients to ensure their telemetry requirements are being met in a cost-effective and appropriate manner.

• Ensure all documentation, fundamental to the smooth operation and maintenance of the telemetry system, is accurate and up to date, including system management documentation, customer change request forms, and all the technical procedure documents. Liaise with the radio licence UK regulator regarding the maintenance and development of the telemetry radio system and ensure radio system licensing schedules are kept up to date and accurate.

• Ensure all system housekeeping and maintenance is carried out as required, including data archiving, system backups, system data analysis, biannual end-to-end testing of all system data points, and annual testing of all radio feeder cables and aerials, with all results being documented for audit purposes.

• Work closely with Digital Services to ensure the telemetry system interaction with the OIS network is always maintained. This includes the Virtual ViewX link to allow users to use the telemetry system on their OIS desktop and laptop devices, and the path routing across the OIS network that allows other GoJ systems to access and receive data from the telemetry system, such as the Met Office rainfall data and stream monitoring data for the Environment team.

• Work with the IE Stores team to ensure the correct types and quantity of system spares are always available and technological changes are reflected in the spares held.

• Carry out any other related duties as requested by the Chargehand or management.

Ability to use technical business applications designed to capture, store, manipulate and analyse technical data and create designs. Experience working as a telemetry engineer or in a similar role. Familiarity with telemetry systems, remote monitoring, and data acquisition sensor technologies and instrumentation.

General skills / attributes
