Job Overview

This senior role sits within the Digital Health team and will play a key part in shaping the strategic direction, assurance and quality of digital change across Health and Care Jersey (HCJ), ensuring that technology supports safer, more effective and better-value care for Islanders.

We are looking for a Test Manager (Digital Health) to provide senior leadership for testing across our digital health portfolio, defining and embedding the testing strategy for new and upgraded digital solutions while working strategically with clinical, operational, technical and supplier stakeholders to ensure systems are robust, safe, interoperable and fit for purpose. The post holder will also play a key role in defining and evolving the department’s testing strategy, including influencing the selection, implementation and adoption of modern test automation platforms, test management solutions, performance testing tools and associated test harnesses.

What You'll Do
- Lead the design and execution of testing strategies (functional and non-functional) for all digital health solutions.
- Oversee planning, scheduling, and coordination of test phases across multiple concurrent projects.
- Ensure testing frameworks comply with clinical safety standards (DCB0129/0160), data protection, and Government of Jersey digital policies.
- Manage test analysts, coaching and mentoring to ensure capability and professional development.
- Work with Product Leads, Project Managers, and Solution Architects to align testing with delivery milestones and business requirements.
- Develop automated testing where feasible, improving efficiency and accuracy.
- Working to Agile best practices and adopting DEVOPs practice, TDD etc.
- Identify, document, and escalate defects and risks, prioritising resolution in collaboration with suppliers and internal teams.
- Provide regular test progress reports and assurance to the Head of Technology (Digital Health), Digital Health Head of Delivery & PMO, and Digital Governance Boards.
- Support supplier negotiations and contract performance monitoring relating to quality assurance and testing.
- Promote continuous improvement in testing processes, tools, and methods across HCJ Digital Health.
