Job Overview

The Chair of the Public Accounts Committee (‘the PAC’) is seeking applications from Islanders interested in serving as non-elected members. This is a rare opportunity to play a significant role in scrutinising how taxpayers’ money is being spent. 


The PAC is a committee of the States Assembly that assesses whether public funds have been applied for the purpose intended by the States and whether sound financial practices are being applied throughout the public sector. The Committee reports on significant issues arising from the reports of the Comptroller and Auditor General, working to ensure that best value is attained for taxpayers. 

Job Purpose

The role is particularly suited to senior professionals from a range of backgrounds, including corporate governance, information technology, finance, human resources, regulation, law, and the third sector.  


Candidates should have experience operating at a strategic level, ideally within the public sector, and a proven track record of contributing to significant organisational and transformational change. A strong understanding of governance, accountability, and effective public administration would be highly advantageous. 


Specifically, applicants should be able to demonstrate significant expertise in one or more of the following areas:

  • Audit, assurance and risk management, including experience of internal audit, external audit, audit committees or risk oversight.
  • Financial management and public accountability, including budgeting, financial governance, performance reporting and value-for-money assessment.
  • Corporate governance and organisational leadership, with experience of board-level decision-making, accountability frameworks and governance improvement.
  • Programme and project delivery, including oversight of major transformation programmes, capital projects or organisational change initiatives.
  • Digital and technology governance, including technology strategy, digital transformation, cyber resilience or information governance.
  • Health and workforce leadership, including workforce planning, organisational development or leadership within complex health or care organisations.
  • Infrastructure, estates or asset management, including resilience planning, capital investment or management of critical public assets.
  • Procurement, commercial management and commissioning, including contract management, service commissioning and supplier oversight. 
  • Human resources and people management, including workforce strategy, employment policies and organisational culture. 


Applicants must be able to demonstrate a collaborative approach to working as part of a team, supported by strong analytical thinking and excellent communication skills. Successful candidates will have a genuine passion for Jersey and a keen interest in how public funds are managed and spent. They will be motivated by the opportunity to contribute to meaningful change, committed to driving high standards across the public sector, and possess a thorough understanding of the key issues affecting the Island. They will also demonstrate a strong commitment to openness, transparency, and accountability in all aspects of their work.


Important Information

This is an unpaid voluntary appointment for the duration of the current Assembly term. The role typically requires a commitment of 6 hours per month. 

The closing date is Wednesday 5  August 2026 and the Committee is seeking to conduct interviews during mid-late August 2026. The successful applicant(s) will be welcomed to their first meeting and induction in September 2026. Non-elected Lay Members of the Committee are formally appointed by the States Assembly and will be nominated by the Chair, Deputy Karen Wilson, at the first States sitting in September 2026.
