Job Purpose
Act as an assistant Designated Officer for Safeguarding for the Education Department, supporting effective practice in safeguarding and promoting the welfare and wellbeing of children and young people. Act as a point of contact for safeguarding advice and guidance across the range of services and settings that constitute the Education Department. This includes developing, implementing and reviewing strategies, policies and procedures to ensure best practice and congruence with strategic and operational objectives.

Represent the Education Department of island wide operational groups including Jersey Multi Agency Public Protection Arrangements [JMAPPA]; Multi-Agency Risk Assessment Conferences [MARAC] and Safeguarding Partnership Board Subgroups.
To provide support in the following areas to the Designated Safeguarding Officer for Education in the execution of their duty including but not limited to: Following allegations against staff, provide, as required, advice and guidance in line with Management of Allegations Procedures, ensure effective liaison with partners where needed including [but not limited to] Human Resources, relevant HSSD Head of Service and the Head of Inclusion within the Education Department CYPES.
Ensure the collation, analysis and synthesis of allegations against staff and other work undertaken by the post holder to ensure learning for stakeholders through formal reporting on a regular basis and as required [minimum annually].
Hold responsibility for Education policies, procedures and guidance in respect of child protection and safeguarding of children and young people. This includes a requirement to review and update at least annually and as required. In addition to ensure these policies, procedures and guidance are communicated and accessible to all staff. Provide support, advice and guidance and CPD opportunities to Designated Safeguarding Leads [and other Education staff as required] in Schools. This could include knowledge/skills updates and/or learning from local/national case reviews and audits.
To support colleagues across CYPES Education with supervision on a case-by-case basis when required. Maintain accurate and timely records of all work undertaken as part of the role, including advice to colleagues, ensuring accountability of the post holder. This includes developing and maintaining databases that reflect all associated activity and outputs together with preparation and presentation of regular reports as required to relevant managers in the Education Department, in particular as requested by the Head of Inclusion e.g. Education Department Safeguarding Board Meetings.

Support the Education Department in improving safeguarding and child protection practice where needed through; the development and implementation of audit/review tools; undertaking specific pieces of work to assess practice as directed by their line manager; and formulating plans and strategies that relate to the safeguarding of children and young people as new areas of foci emerge such as Child Sexual Exploitation.
This may include chairing meetings which include children, young people, parents and carers Oversee regular communications in different modes across the Education Department to raise and maintain the profile of safeguarding and promoting the welfare of children and young people. This may include undertaking and/or cascading relevant research to support evidence-based/informed safeguarding practice Undertake at the request of the line manager and/or the Head of Inclusion educated otherwise than at school welfare assessments Undertake such other duties, training delivery and/or hours of work as may be reasonably required and which are consistent with the general level of responsibility for this post, this may include from time to time undertaking required research for enquiries to the multi-agency safeguarding hub as the representative of the Education Department, this includes contributing to decision making and providing feedback to schools on the status and progress of enquiries.
Qualifications
A professional qualification at degree level [or equivalent] in an area demonstrably relevant to this area of work (e.g. Health, Children’s Social Work, Education) Evidence of significant ongoing CPD in safeguarding/ child protection (level 3 plus) Minimum of 3 years’ experience of working in the area of safeguarding and the protection of children and young people Up to date knowledge of legislation and policy in relation to working with children and young people and their implications for safeguarding and protecting children Hold a current driving licence.
Knowledge
Thorough and demonstrable knowledge/ understanding of multi-agency and department procedures and guidance relating the safeguarding and protection of children and young people and adults at risk. The demonstrable ability keep up to date with current practice and research in respect of child protection and safeguarding. This includes learning from case reviews [both national and local] and learning from other jurisdictions.
The ability to make recommendations for action relating to the protections of children, based on sound analysis of risk and local procedures and guidance, coupled with a clear understanding of the need to seek support and supervision from the post holder’s line manager Able to collate, analyse and synthesise, large and /or complex amounts of information Able to organise, plan and manage competing work demands and meet timescales working in a demanding and pressured environment.
Have demonstrable highly developed written and oral presentational skills. This would include the ability to develop and deliver accessible, high quality training. Undertake academic research as required and identify current themes and appropriate issues
