Job Overview

“The Jersey Customs and Immigration Service is seeking enthusiastic and motivated individuals to join our team of officers protecting Jersey's borders. This is an opportunity for individuals who want to embark on a law-enforcement career that offers varied roles working across different sections of the Service including border control, anti-smuggling, immigration, goods control, investigation, and intelligence. The successful applicants must be able to complete our Officer Safety Programme training. Job specific training will take place in Jersey and the United Kingdom. Candidates will be appointed to Grade 7 and will progress to Grade 10 over the course of a 3-year training programme. Applicants must be British Citizens, ‘Entitled to Work’ in Jersey and hold a valid driving licence. A minimum of 2 A Levels or equivalent is required, with a qualification at degree level preferred. The role is subject to vetting / enhanced background checks before appointment is confirmed.”

Job Purpose

To maintain an effective immigration control; the collection of import revenue; the prevention of illegal movement of prohibited and restricted goods (specifically controlled drugs) by controlling the movement of passengers, baggage and goods moving in and out of the Island in order to keep the island safe.

Job Specific Outcomes

1. Examine persons seeking to enter the Island in order to grant leave to enter, either freely or with the imposition of restrictions, to those who can properly be admitted, or to refuse entry to undesirable persons, usually on national security, criminal, social, political or medical grounds, and to arrange for their detention and removal.

 

2. Process applications for persons seeking naturalisation as British citizens under the British Nationality Act 1981.

 

3. Ensure the effective and efficient collection of Customs and Excise revenues on the relevant locally produced and imported goods.

 

4. Ensure that all freight imported/exported to/from the Island meets the requirements of both local legislation and Customs Union obligations.

 

5. Question passengers arriving in Jersey and where necessary physically examine their baggage and/or their person to ensure that prohibited or restricted goods are not brought into the Island.

 

6. Conduct investigations into any infractions discovered in relation to either the movement of goods or people.

 

7. Develop investigations within the Investigation Unit, particularly in relation to drug trafficking, by maintaining surveillance on persons of interest.

 

8. Interpret intelligence received in the Intelligence Unit and disseminate it to the appropriate Customs/Immigration/Police operational team.

 

9. Investigate and prepare reports for H.M. Attorney General in relation to asset confiscation cases falling within the parameters of the Proceeds of Crime (Jersey) Law 1999 as amended

Qualifications

Educated to A level standard or equivalent

Knowledge

An understanding of general Customs & Immigration processes.

Technical Work Based Skills

Driving Licence.

 

Ability to use IT including Microsoft applications and other databases

General skills / attributes

Excellent human relation and communication skills.

 

Highly motivated, ability to work under pressure with conflicting demands.

 

Proven ability to absorb knowledge based on legislation, policy and procedures.

 

Clear communication skills, with high degrees of empathy and negotiating skills.

 

Required to obtain compliance from individuals who may not wish to, or have reason not to comply.

 

Excellent written communication skills, as post holders are required to create evidential and detailed reports for the Courts and legal representatives.

 

Excellent interpretation skills as post holders required to produce and interpret highly sensitive documents, intelligence information and briefings. Self-motivated in order to conduct financial investigations, criminal case files and passenger/freight examinations.

Experience

Evidence of Interpersonal skills.

 

Experience in dealing with members of the public in situations requiring tact, diplomacy and authority to be exercised.
