Job Overview
Provide specialist support to the Chief Pharmacist team, the broader pharmacy team and Health and Community Services in the extraction and analysis of complex information from a variety of digital medicines systems
Job Purpose
Responsible for ensuring and extracting value from quantitative and / or qualitative data to support and provide insight to various stakeholders on the use of medicines, informing effective, evidence-based decisions and driving continuous improvements in performance, service quality or delivery, value for money, strategic priorities, and outcomes for islanders. Support the full data lifecycle management from requirements gathering, system development / configuration, activities, design through to analysis.
Statutory Responsibilities
The postholder will have to comply with all relevant States Laws, such as the Health and Safety at Work (Jersey) Law 1989 and any other associated legislation, Standing Orders, Financial Directions, and other relevant Codes of Practice, in respect of managing the key project deliverables of programmes and costs through the active management of procurement, approval, financial and administrative procedures.

Job Specific Outcomes include
Support the Consultant pharmacist, digital systems in the delivery of an information service which supports the objectives of Health and Care Jersey, striving to expand and improve the information products available to HCJ relating to medicines, thereby facilitating optimal use of medicines and digital medicines systems across HCJ and ensuring their benefits are realised.
Work closely with a variety of stakeholders to identify reporting requirements from digital medicines systems (e.g. CareFlow Medicines Management, Chemotherapy EPMA, BlueTeq) about medicines use. Designs quantitative / qualitative data collection and quality assurance methods and establish systems to prepare data for use, specifying how it should be cleansed and prepared. Investigate and interrogate complex data sets, ensuring data meets quality standards and is interoperable. Developing and contributing to data documentation, change control and testing to enable reuse.

Performs a range of analytical and / or statistical techniques to data from multiple sources, either at a micro or macro data level, applying logic, creativity and emerging theory to practical situations. Developing innovative summaries and visualisations that present complex quantitative and / or qualitative analysis in a way that is meaningful at both an operational and executive level and is in accordance with customers’ requirements. Leads on the development of data products / releases.
Identifies and implements ways to improve processes, systems and use of technology relevant to medicines. Uses various sources of feedback and evidence to inform improvements in the products and services and challenges ideas constructively. Proactively horizon scans and maintains knowledge of developments in technology, tools and analytical techniques. May apply emerging theory to practical situations and advocates continuous improvement and innovation within their team.

Qualifications
Knowledge and experience of analytical / statistical techniques and procedures, acquired through degree level in a subject with a significant numerical component (e.g. Maths, Science, Social Science), or equivalent. Plus, additional specialist knowledge acquired through post graduate diploma level or equivalent relevant experience
Knowledge
Advanced knowledge of:
• Quantitative and / or qualitative data collection / research and quality assurance methods and design.
• Technology and software relevant to the role.
• Various analytical, statistical and data summary and / or visualisation techniques
Technical Work Based Skills
Ability to use technology / software relevant to their role to an advanced level. Including:
• General office tools such as Word, PowerPoint and Outlook for writing reports, presenting, managing tasks and communications.
• Spreadsheet software for cleansing data, creating data models, producing analysis and visuals.
• Database / data warehousing tools and languages for collecting, storing, processing, cleansing, modelling and analysing data.
• Statistical analysis tools and languages – for performing statistical tests such as confidence intervals, test of significance, regression or predictive modelling
General skills / attributes
• Manage self, work on their own initiative and may coordinate some of the teams’ activities (i.e. prioritising work effectively).
• Identify ways to improve their own performance.
