The facility uses state of the art equipment to process and incinerate the island’s solid waste. This is a hands on role, providing specialist multi-skilled engineering technician services, including mechanical, electrical and process control systems, covering diagnosis, repair and maintenance of the ERF plant, BWF and its Clients.

Job Purpose
The Energy Recovery Facility (ERF plant) and the Bulky Waste Facility (BWF) are the key municipal waste facilities for the island and produces electricity on a 24/7 bases. The facility uses state of the art equipment to process and incinerate the island’s solid waste. This is a hands on role, providing specialist multi-skilled engineering technician services, including mechanical, electrical and process control systems, covering diagnosis, repair and maintenance of the ERF plant, BWF and its Clients. The role requires the delivery of a high standard of workmanship, following Codes of Direction, using best engineering practices and techniques in accordance with statutory regulations and manufacturer’s instructions to ensure safety, reliability and cost effectiveness and always working within Environmental, Health & Safety Laws and Waste Management (Jersey) Laws. Being responsible for preventative maintenance during plant operation and shutdowns and being involved with responding to reactive maintenance is a key quality for this role. Supervising and guiding other Energy Recovery Facility and Bulky Waste Facility team members, support services technicians, contractors, suppliers, parish authorities and local utility companies when necessary to achieve best practice is at the forefront of this role.
Budgetary Responsibility
The Post-Holder has direct daily responsibility for the safe operation and financial value of the Energy Recovery Facility assets that they are working on. •Responsibility for the procurement or maintenance of physical assets or supplies for the ERF.

Taking the lead role to direct and supervise other ERF plant and BWF staff in diagnosis, repair of critical systems and safety protection systems to ensure all aspects of the ERF plant and BWF are maintained within all appropriate guidance and legislation, including health, safety and environmental standards and laws. Perform inspection and testing of process systems and equipment in accordance with statutory regulations appropriate to the equipment being worked on. Liaise with the Maintenance Manager with planning and prioritising work during plant outages in order to carry out all aspects of maintenance. The post holder must be able to read and comprehend highly complex mechanical and electrical drawings, process control diagrams, electrical diagrams, wiring schematics and computer based logic control diagrams. Analyse maintenance data (cost and reliability) to identify efficiency savings and implement improvements. Make contact with new and established suppliers. Research, obtain quotes, assess lead times and purchase equipment from suppliers, receipt purchase orders, working with stores section to agree stock levels for new and existing stock levels. Liaise with the Maintenance Manager to ensure replacement spares and consumables are ordered. Take an active role in the creation, on-going development and implementation of health and safety written risk assessment for the wellbeing of themselves, co-workers, Contractors and the general public.

Carry out planned preventative maintenance, servicing and overhauling of technical equipment on assets operated by the ERF plant and BWF. Recommend action to sustain/improve plant reliability by designing, modifying and developing parts on mechanical, electrical and control and instrumentation equipment. Set up specialist equipment for contractors to carryout specialised procedures during boiler/plant shutdowns. The Post-Holder is responsible for maintaining a wide range of plant and machinery, such as: Two 7.5 tonne per/h Waste Incinerating Boilers A 10.5MW Steam Turbine Generators; 2 x 3.5 tonne Overhead cranes and petal grab; 1 x 12 tonne Overhead crane and hoist; Flue Gas Treatment Equipment (FGT); Pumps and Compressors; BMS systems Bulky Waste Facility (BWF); Facility building structures; Materials handling equipment; Including the Associated Infrastructure.
Person specification
Interact effectively and politely with colleagues in a group when working within a team of, managers, clients, overseas and local contractors. Provide leadership, advice and instruction, passing on clear and decisive knowledge of the ERF plant to peers, colleagues, apprentices and other trainees as appropriate in order to maximise the ERF plant’s skill base and its ability to provide safe, efficient and cost effective service to its Management. Be able to work in a team, have the confidence to take the lead and also be comfortable lone working. Being able to liaise with the Operations Manager, Maintenance Manager and Principal Shift Operator to achieve maintenance objectives is essential.
Qualifications
HNC level in Electrical, Mechanical or Control Systems engineering City & Guilds 9848-24 in Energy Recovery Plant Operation
Knowledge
Knowledge In-depth knowledge of health, safety and environmental legislation and guidance Experience of working under Permits. Knowledge and understanding of the GoJ financial system. Understanding and knowledge of GoJ Maintenance programme Technical / Work-based Skills The post holder must be able to read and comprehend highly complex mechanical and electrical drawings, process control diagrams, electrical diagrams, wiring schematics and computer-based logic control diagrams.
Technical Work Based Skills
Administer I&E Site Safety Rules and controls and operates Permit to Work system for staff and contractors. The post-holder must be capable of producing innovative solutions to complex engineering and operational problems. Have experience and skills of being able to analyse maintenance data (cost and reliability) to identify efficiency savings and implement improvements.
General skills / attributes
Forklift licence Trained in Fire Safety, Asbestos Handling and Manual Handling techniques
Experience
Experience The post-holder shall have a minimum of 3 years relevant plant operating experience
Personal Attributes
Computer literacy skills in order to interrogate plant systems, record all data and write appropriate reports. Hold valid driving licence.
