We have a Revenue Officer vacancy within our Business Tax Compliance Risk Team, with focus on identifying tax risks and producing detailed reviews for the audit team.

 

This role offers a variety of teamwork opportunities where you can use your problem-solving abilities to review and analyse appropriate information and documents to determine the level of tax compliance.  Being able to see the bigger picture, think critically and having an eye for detail are essential skills for this role.

 

Whilst in house training is provided, it is preferable to have a good understanding of taxation and accounting techniques.  This role is compliance based and technical.

Job Description

Job Purpose

Revenue Jersey forms part of the Treasury and Exchequer Department.  We administer and collect over £800m in revenue each year which funds Jersey's public services.

 

Revenue Jersey is responsible for:-

 

  • Administering and collecting Personal Income Tax, Corporate Income Tax, Goods and Services Tax and Land Transaction Tax.

 

  • Collecting Social Security contributions.

 

  • Collecting Long-term Care contributions.

 

  • Helping and encouraging people to get their taxes and contributions right.

 

  • Dealing with those who choose to evade their responsibilities.

 

  • Ensuring that Jersey's international tax exchange agreements are administered.

 

 

Statutory Responsibilities

Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time.

Job Specific Outcomes

The post holder's responsibilities are detailed below:-

 

  • Analyse financial statements and tax computations to identify risks and highlight anomalies.

 

  • Undertake risk profiles on cases across the full range of taxpayer entities and revenue types including Income Tax and GST.

 

  • Support the Risk team to deliver the annual compliance programme for Revenue Jersey to ensure that the annual yield targets are met.

 

  • Playing a key role in identifying risks to the revenue base, both in terms of individual cases and the wider taxpayer population.

Qualifications

  • GCE A level or equivalent.  

 

  • Willingness and ability to undergo professional studies leading towards qualification (Certificate of Competence) in the relevant curriculum of the Association of Tax Technicians. 

Knowledge

  • Understanding of Revenue Jersey procedures and processes.  

 

  • Understanding of Jersey tax laws.  

 

  • Understanding of lean principles and their application in the workplace.

Technical Work Based Skills

  • IT literate with basic knowledge of Microsoft Office applications, including Word, Excel, PowerPoint and Outlook.  

 

  • Good numerical skills and the ability to work accurately with figures whilst under pressure.  

 

  • Good analytical skills to understand problems or situations, select the appropriate approach to resolve the problem, and reflect on the result. Ability to prioritise work to include some work on exception worklists.  

 

  • Good command of the main legal precedents of tax laws.  

 

  • Ability to interpret and apply revenue law to recognise when likely to be contentious and identify cases which need escalating. 

General skills / attributes

  • Excellent oral and written communication skills with the ability to adapt the approach dependant on the circumstances.

 

  • Good level of customer service.

 

  • Takes the time to question and understand the real, underlying needs of the customer.

 

  • Ability to build rapport with customers to quickly understand their needs, manage or triage to a colleague.

 

  • Ability to manage important relationships with stakeholders and customers.

 

  • Resilience to be able to work in difficult and challenging situations.

 

  • The job holder may be required to be vetted to Security Clearance (SC) level and may in due course require Developed Vetting (DV) and must be prepared to undertake that process.

 

  • Must be prepared to work flexibly in all areas of Revenue Jersey appropriate to the grade and role.

 

Experience

  • Experience of working in revenue collection, accountancy, audit or similar financial-regulatory environments.

 

  • Proven experience in service delivery in a customer focused environment.

 

  • Experience in applying technical knowledge and providing advice in matters relating to revenue.
