Job Overview

This role will see the successful candidate working within a busy team at Driver and Vehicle Standards to deliver change and project support. Driver and Vehicle Standards is an area of Government with a focus on Customer Service, Operations and also with a Regulatory function. Driver and Vehicle Standards are looking for a motivated individual to support the team at senior level following a recent structural reorganisation. Job Purpose

Responsible for leading all business development activities at DVS, to enhance commercial capability in line with the DVS business plan and the Government’s strategic objectives. Promoting the delivery of high-quality customer experience across the DVS, planning, overseeing and project 
managing DVS marketing campaigns. 

Leading the gathering of data, process development and management of business-critical metrics. Leading the development of new working methods, acting as a change agent to gain commitment from colleagues. Motivating the workforce to improve effectiveness, to deliver better services to meet operational and customer demand. 

Keep abreast of international requirements and rapidly changing vehicle industry standards that may impact on the vehicle and traffic operations of the Island, taking the lead for developing delivery strategies in line with changes to the industry, the department’s business plan, and the Organisation’s One Government vision.

Job Specific Outcomes 1 of 2

Identifying and prioritizing key deliverables and improvements in products and services offered by DVS, in the form of strategic targets, working with colleagues, customers, UK agencies and other stakeholders as required to ensure that DVS meets both legal and policy guidelines as well as social and environmental factors. Development of improved management reporting with the establishment of key metrics for DVS. 

Maintain the integrity of Jersey’s vehicle and traffic inspection standards by conducting formal audits, as necessary, to ensure accuracy of details, consistency of performance and compliance with requirements for vehicle inspections as prescribed under the Motor Vehicles Registration Laws and associated Orders. 

Prepare and control annual budgets and related initiatives in line with the Government’s plans and defined standards. Developing both short and long-term financial strategies, monitoring expenditure to ensure financial targets are met and competitive value for money products and services are provided. Work plan and agree with the Operational Managers the future revenue requirements for inclusion in the annual business plan, identifying and developing opportunities to generate income and ensure DVS department is financially stable. 

Oversee the best utilisation of people resources to ensure the delivery of high quality and cost effective services. Supporting the team leads to recruit new members of the team as required. Identifying and addressing training needs together with the Operations Managers as necessary to meet departmental objectives.

Ensuring effective communication and motivation of the team in line with Government of Jersey values and principles. Proactively addressing any wellbeing or performance concerns should they arise through set procedures and regular one to one meetings. Developing targets and monitoring outcomes against key performance indicators (KPIs). 

Lead on negotiations and manage implementations with suppliers for vehicle related services and supplies, including appropriate contract management and equipment, and coordinating contractors and suppliers to ensure the delivery of high quality and cost-effective services to the customer and securing value-for-money for the DVS. 

Direct responsibility for the management of the Driving License Officer and Financial TSO, training and mentoring post-holders to improve the services that DVS offer both customers and stakeholders and improve the transparency around financial performance of DVS. 

Maintaining good knowledge of industry standards, including occasional visits to similar organisations in other jurisdictions to support the Head of DVS with benchmarking and aligning performance in Jersey to those of internationally recognized standards and best practice. 

Maintain knowledge of relevant legislation, supporting DVS with continuous improvements, innovative ways of working, health and safety compliance (including Risk Assessments, Safe Systems of Work and COSHH Assessments), digital solutions, productivity / efficiency of services and excellent customer focus, ensuring the Departments strategic objectives are met. 

Qualifications

Level 7 post graduate qualification or equivalent gained by substantial practical experience in a relevant specialism (e.g. Marketing, Business, PR, etc)  

Membership of a relevant chartered professional body (e.g. Chartered Institute of Marketing, Chartered Institute of Public Relations) or equivalent level. 

Level 7 management qualification or equivalent  

Project management qualification or equivalent

Knowledge

Knowledge of: Vehicles and services on a local, national and international scale  

Related IT Packages, including Microsoft Excel and Word Web editing techniques Performance management and understanding of performance metrics  

Up-to-date knowledge of Local and UK Health and Safety standards and their application in the DVS Division.  

Financial reporting / Business Case development. 

Technical Work Based Skills

Computer literate with ability to operate the Microsoft Office package.  

Ability to use technical business applications designed to capture, store, manipulate and analyse technical data as relevant to the DVS products, service and broader industry.  

Strong skills relating to business improvements. Use of financial packages to analyse and investigate fiscal performance.
