The salary is advertised at £110,257 to £164,372 depending on experience. Panel applications to increase salary to £172,930 up to £198,134 are held annually. Other benefits include lower taxation, a generous study budget and pension scheme.

Job Purpose

The successful applicant will be a well-trained vitreoretinal Ophthalmic Surgeon with other subspecialty interests desirable as per exigencies of an island-based service.

When on-call, the post holder will provide first on-call Consultant cover. He/she will be jointly responsible for emergency referrals from within and without the department. The arrangements for on-call cover include a commitment to a 1:4 rota

The successful candidate should be adaptable, flexible and innovative in order to meet the ongoing challenges within the service.

Duties

The principle duty of the post holder will be the provision of (with departmental colleagues) high quality, general and specialist Ophthalmic care as outlined in the enclosed job description.
The post holder will be expected to participate in audit, governance and departmental meetings.
The post holder will be expected to take part in management activities and represent the service at Hospital meetings, as agreed with colleagues. The post holder will be expected to be fully involved in a ‘Risk Management” programme and support the Governance agenda.
They will be expected to participate in the training of Medical Staff for whom he/she is responsible and ensure that training and learning needs are identified and facilitated. Junior doctors will be appraised at appropriate intervals.

There is a Locum Policy in force, which in essence, encourages cover within the Department without employment of locums. Extra duties are financially rewarded from a locum pot. The equation is somewhat convoluted and will allow, if necessary, employment of a locum from outside for a limited time during the year but to the detriment of the locum fund used to pay for internal cover. Applicants should acquaint themselves with this policy by requesting the policy document from the HR Department.

On-Call Rota

The on-call rota is currently on a 1:4 basis, with 24 hour on calls, (on call from home for the out of hours element)

Department Staffing

The Department of Ophthalmology is the sole provider of free eye care to the population of Jersey and visitors to the Island. The department is in the process of active expansion in staff and facilities. The department is a dedicated self-contained unit within the main body of the Outpatient Department.

The Medical Staff currently comprises two Consultant Ophthalmic Surgeons, Mr G Bowler (Oculoplastics, Adnexal & Lacrimal) and Mr A Spiteri (Cornea & Ocular Surface) and this vacancy makes a third. The Consultants are supported by an Associate Specialist Branko Milosev, Staff Grade Amaka Ofoegbu and a Cataract Fellow. The department has its own nursing team headed by a full time Sister supported by four Staff Nurses, of which all are ophthalmic trained, and 6 Health Care Assistants. Two senior orthoptists are responsible for orthoptic services on the Island, which includes a school-entry screening programme as well as, uniquely, screening of all stroke in-patients for visual problems. Low Vision and paediatric refraction clinics are provided in-house by visiting optometrists. A
visiting anaplastologist, provides comprehensive support for ocular prosthetic services on-island.

Department Staffing continued

The Outpatient Department has appropriate clerical and administrative support. All doctors in the department have Medical Secretarial Support for typing of dictated letters and other
admin support. Each Consultant has Medical Secretarial Support.

Operating Theatres
Surgical sessions are carried out in Day Surgery. The ophthalmic theatre (DSU1) is fully equipped with a modern Zeiss Lumera microscope, Endo-Optiks endoscopes for ECP treatments, new phacoemulsification & vitrectomy machines, a 810nm laser and all facilities for general ophthalmic uses. All intraocular theatre sessions are supported by an anaesthetist. Minor operating facilities are available in both DSU and the outpatient suite with operations and intravitreal injections undertaken in both areas.

A and combined A/B ultrasound scanners

YAG laser

532 nm laser

810nm laser (in theatre)

Pentacam HR corneal topographer

Autorefractor

2 Humphrey visual field analysers.

Qualifications required

Essential

Primary Medical Degree
FRCOphth or equivalent
Full GMC Registration & License to Practice
Entry on the GMC Specialist Register for Ophthalmology via CCT (proposed CCT date must be within 6 months of AAC)
CESR; or
European Community Rights
Full general Ophthalmic training

Higher Degree

Specialist Experience required

Essential

High standard of clinical skill and expertise in clinical Ophthalmology
Clinical Governance
Ability to offer expert clinical opinion in range of clinical Ophthalmology problems in both emergency and elective cases
Ability to take full and independent responsibility for liaising with clinical staff for the clinical care of patients
Sub-specialist log book of vitreoretinal and othe surgical numbers
