Job Purpose

 

To lead on specific strategic initiatives and changes about revenue (tax) policy to inform the advice and decisions of the Comptroller of Revenue; the Treasurer of the States; the Treasury Minister; and the Government of Jersey. These are the highest-priority projects (usually with an international dimension demanding candidates with international reputations as recognised experts in their specialist field of experience

 

 

Statutory Responsibilities

 

Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time. This role is politically restricted.

 

 

Job Specific Outcomes

 

1. Responsible for leading revenue (tax)-policy projects which support the strategic priorities of the Government of Jersey on the international-tax stage (principally OECD and EU activities).

 

2. Responsible for the leadership, management and development of teams of tax specialists.

 

3. Represents Jersey internationally in the development of OECD etc tax standards and formulates associated policy and legal changes.

 

4. Leads projects from development of project objectives to stakeholder engagement and public consultation to draft legislation; and supports Ministers taking draft legislation through the legislative process. Advises senior officers and Ministers about the legal, financial, economic and political impact of tax policy options.

 

5. Speaks for the Government of Jersey on the international tax stage.

 

6. Prepares papers and reports, as required, to provide clear and well researched advice to senior officers and Ministers on treaty negotiations.

 

7. Instructs Law Drafters on amendments to the revenue laws and supports their passage through the legislative process.

 

8. Establishes, builds and maintains professional relationships with key stakeholders to ensure delivery of high quality outcomes.

 

 

Qualifications

Essential

 

Educated to degree level in a numerate subject, or equivalent.

 

People appointed at this level will hold professional qualifications from Chartered Tax Adviser (CTA), Associate of the Institute of Taxation (ATT); qualified accountant (ACCA/CIPFA); Auditor (IIA); or equivalent advanced qualifications in tax law.

 

Chartered Management Institute (CMI) qualification at Level 5 or equivalent

 

 

Desirable

 

Lean green belt.

 

 

Knowledge

Essential

 

A full and comprehensive knowledge of relevant revenue laws and a close familiarity with United Kingdom income tax principles, together with relevant income tax and UK case law.

 

Deep and wide knowledge of the general financial environment, international tax environment and wider political and economic environment.

 

Extensive knowledge of the global financial environment and the environment in which international agreements for exchange of tax information are being negotiated is essential.

 

Excellent knowledge of lean principles and their application in the workplace

 

 

Technical Work Based Skills

Essential

 

IT literate with excellent knowledge of Microsoft Office applications, including Word, Excel, PowerPoint and Outlook.

 

Exceptional numerical skills and the ability to work accurately with figures whilst under pressure.

 

Exceptional analytical skills and the ability to be objective and apply sound judgement are key requirements of this role.

 

Ability to set priorities for own and others work.

 

In-depth command of the main legal precedents of tax laws.

 

Ability to make judgements on contentious parts of the law which could lead to Commissioner of Appeal/Royal Court prosecution.

The job holder may be required to be vetted to Security Clearance (SC) level and may in due course require Developed Vetting (DV) and must be prepared to undertake that process.

 

Must be prepared to work flexibly in all areas of Revenue Jersey appropriate to the grade and role.

 

 

Experience

Essential

 

Extensive experience in tax administration or international tax in a demanding senior management capacity together with high calibre leadership skills.

 

Comprehensive experience in managing teams including performance management, professional advice and development and coaching and process improvement.

 

Demonstrable experience in building strong relationships at all levels and across multiple disciplines both internally and externally.

 

Experience in creating and implementing business solutions across a broad organisation.
