This role will have responsibility as Senior Manager for the Vehicle Registration Office (VRO) and Driving Examiners working for Driver and Vehicle Standards. The VRO is a busy office with customer facing services alongside technical and regulatory functions relating to the registration of all vehicles. Job Purpose
Responsible for the effective operations of the Department, maintaining the integrity of the Vehicle
Register on Island, ensuring compliance with the requirements bestowed on Driver and Vehicle
Standards (DVS) under Law, and performing due diligence checks on vehicle insurance companies
wanting to become an ‘authorised insurer’ on Island.
Keep abreast of international requirements that may impact on the local register, taking the lead
for developing delivery strategies in line with changes to the industry, the department’s business
plan, and the organisation’s One Government vision.
Provide leadership and direction to the Operations team, developing and implementing best
practice strategies and processes in the operational management and administration of the
section, and ensuring the delivery of high-quality specialist operational services.
Statutory Responsibilities
This role is politically restricted. The job holder is not permitted to undertake political activity involving standing for election to the Government or as a Parish Constable, or publicly supporting someone who is standing for election or playing a public part in any political manner.

Lead the development and implementation of the section’s strategic operational delivery plans,
setting short and long-term goals, introducing innovative strategies and new ways of working in order
to maximise the operational efficiency of services.
Develop, plan, and lead the implementation of new service initiatives or amendments that may be
based around new technologies, industry best practice or new ways of delivering services in order to
maximise commercial opportunities where applicable and support the best outcome for customers
and the department.
Design and implement change within the department acting as a change agent and role model to
gain commitment from colleagues and motivating the workforce to overcome barriers and improve
effectiveness, by regularly reviewing operational policies, procedures, and work programmes to
deliver services that meet operational and customer demand.
Manage the optimum utilisation of staff and physical resources to support planned and reactive work
within their service, by managing staff assets, capital programmes, and main functions in order to
optimise operational efficiencies. Ensure all staff are trained and empowered appropriately, with a
clear understanding of their essential contribution to the performance of the Department.
Be the subject matter expert and point of escalation for the service, supporting staff and
stakeholders with the evolving and competing needs of the service in order that the right outcomes
and value for money is achieved. Maintain the integrity of Jersey’s Vehicle Register by conducting
formal audits, as necessary, to ensure the accuracy of details and compliance with requirements for
registration as prescribed under the Motor Vehicle Registration Laws and associated Orders.
Analyse service and operational performance data, and industry trends to identify opportunities to
improve service delivery and to recommend policy and legislative changes to relevant stakeholders,
thereby ensuring that services meet the needs of the people of Jersey and the organisation’s One
Government vision. Liaise with Law Drafters to implement any necessary changes as appropriate to
the Island.
Monitor the revenue and expenditure budget within the defined financial limits. Whilst ensuring
business objectives are met, initiate, and manage the tendering and organising of public auctions
and other methods of sale of ‘cherished registration marks’ to generate significant income, in order to
contribute to the delivery of the directorate's vision. Coordinate annual fee changes in conjunction
with Finance, preparing appropriate MD’s and law drafting orders.

Create monthly statements of the income generated by the registration of vehicles for the Treasury
and Exchequer, in accordance with financial directives. Investigating and resolving any issues or
discrepancies.
Lead on negotiations and manage implementations with suppliers for business related services and
supplies, including appropriate contract management and equipment, and coordinating contractors
and suppliers to ensure the delivery of high quality and cost-effective services to the customer and
securing value-for-money for the directorate.
Responsible for ensuring the service area is compliant with all Health and Safety obligations,
providing sufficient protection for staff, customers, and service users to ensure the service fulfils its
legal obligations and responsibilities by staff, business partners, customers, and the public.
Perform due diligence checks on new motor insurance companies wanting to become an ‘authorised
insurer’ in Jersey, in accordance with the Motor Vehicle (Third Party Insurance) Law and put forward
recommendations to the Head of DVS to determine whether the insurance company should be
approved, denied, or referred to the Minister, drafting the necessary report with recommendations for
a Ministerial Decision.
Provide vehicle registration information, upon the appropriate data protection requests, to various
enforcement agencies such as the States of Jersey Police, Customs and Immigration, the Viscount,
Customer and Local Services and foreign jurisdictions for sensitive intelligence cases.
Responsible for collating the necessary vehicle registration information for Subject Access Requests
(SAR) and Freedom of Information Requests (FOI) upon request.
Prepare evidence and / or prosecution papers where breaches of legislation relating to vehicle
registrations have been identified (e.g. where drivers have been disqualified) and attend Court as a
witness when required. Liaising with and providing support to the Magistrate’s Court Greffe on such
legal issues and attending Court if necessary.
Manage and control all retention/destruction schedules, record keeping requirements, data sharing
agreements, and data privacy statements for the Department. Be the point of contact for E-RGE and
EUCARIS conferences, and the owner of the Department’s online servicing and website content.
Responsible for ensuring all complaints are managed in line with GoJ policy and logged,
investigated, and responded to efficiently and effectively, acting as the point of escalation for any
complex complaints or monetary reimbursements following the complaint outcome. Ensure all
Department compliments and client feedback are logged effectively.
Qualifications
Essential
Level 7 post graduate qualification or equivalent gained by substantial practical experience in a relevant specialism e.g. Operations Management, Business Management, Business Administration
Evidence of further relevant professional courses e.g. Health & Safety certificate (e.g. IOSH)
Middle management qualification or equivalent
Desirable
Membership status in a relevant professional body (e.g. Chartered Institute of Logistics and Transport, Chartered Institute of Highways and Transport)
PRINCE 2 or equivalent project or change management qualification or body of knowledge
