The Health Protection team sits within the Public Health directorate of the Government of Jersey. Health Protection is the protection of individuals, groups and populations.

Job Purpose
Ensures that the health protection portfolio of projects is aligned to service development and response plans across the island and supports the delivery of the department’s work towards the prevention of the spread of infectious disease, its responses to environmental hazards (e.g. chemical, biological, radiological and nuclear incidents and extreme weather events) and to contribute to emergency planning.
Statutory Responsibilities
Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time. This role is politically restricted. The job holder is not permitted to undertake political activity involving standing for election to the Government or as a Parish Constable, or publicly supporting someone who is standing for election or playing a public part in any political manner.
Job Specific Outcomes 1 of 2
- Provides overall programme management leadership for the department’s health protection programme in order to ensure that effective governance and reporting standards are in place for all initiatives.
- Develops and maintains an integrated health protection programme plan that enables the health protection team to manage effective programme delivery and associated benefits realisation.
- Tracks and reports on the progress of the overall health protection programme and proactively identifies, manages and escalates risks and issues activities to assure senior management that the programme is progressing within agreed scope, time and budget parameters.
- Provides constructive challenge and comment about any aspect of the health protection programme and leads discussions with senior stakeholders to resolve concerns.
- Uses up-to-date programme management specialist knowledge and standards/guidance set by the Government of Jersey in order to develop (and ensure departmental compliance with) appropriate programme and project management methodologies.
- Oversees the long-term benefits realisation framework for the health protection programme in order to ensure that the programme delivers the Public Health vision and Government of Jersey business objectives.
- Develops a strategic understanding of the health protection programme and its dependencies with other departmental, organisational or external initiatives to ensure that the programme is aligned of those initiatives and that management actions are put in place to resolve any risks or issues.
- Coaches and mentors other members of the Public Health Team as well as other stakeholders to develop those colleagues’ own capabilities in designing and delivering change.
Qualifications
Educated to degree level in a subject with a strong analytical or numerical element or demonstrate such a level of equivalent qualifications and/or experience.
One or more recognised programme, project or change management qualifications (e.g. MSP, PRINCE2, AGILE, etc.).
Knowledge
Practical knowledge of managing programmes and projects and strong working knowledge of of project management methodologies, programme and project governance, stakeholder management and data analysis.
Strong working knowledge of methodologies for successfully implementing digital solutions to support business change.
Technical Work Based Skills
Numerical skills and the ability to produce and present (in written and verbal format) accurate management information.
The ability to scope, plan, implement and realise the benefits of a project through interpretation of quantitative and qualitative information.
Analytical skills to understand highly complex problems or situations, select the appropriate approach to resolve the problem.
Ability to break down business issues and potential solutions into manageable elements and plan these in a logical and sequential manner, considering interdependencies, resource and cost implications.
Demonstrable skills using such as Microsoft Word, Excel, PowerPoint and Project.
General skills / attributes
Excellent oral communication skills to liaise with, persuade and influence stakeholders at
all levels of seniority.
Must have an eye for detail, the ability to problem solve, to process work with accuracy and
prioritise tasks.
Ability to produce high quality, easy-to understand written reports and presentations, which may include succinct summaries of highly complex situations#.
