Member Job Specification:

  1. To be fully acquainted with all aspects of the Police (Complaints and Discipline) (Jersey) Law 1999 and its associated Regulations and Orders.
  2. To supervise the investigation of his/her allocated complaints in accordance with procedures established by the Authority from time to time.
  3. To be personally responsible for the conduct of the supervision process in individual investigations.
  4. To meet and discuss all aspects of the investigation with the Investigating Officer as and when considered necessary.
  5. To review the completed investigating officer’s report and supporting documents, seeking clarity where appropriate and referring to SOJP policies when necessary.  Thereafter, liaise with the Chair or Deputy Chair to discuss findings and agree next step.
  6. To provide confirmation to the Administrator of the Authority in a timely manner that the investigation has been concluded to the satisfaction of the Authority or otherwise.
  7. To liaise with SOJP as appropriate in connection with disciplinary charges or further action necessary following a complaint investigation.
  8. To approve the Authority’s closure letter for signature by the Chairman
  9. Provide the Administrator with documents to support his/her decision, giving the rationale behind the concurrence with the investigation, or otherwise, as the case may be.
  10. To review documents and provide feedback to the Chair if the Authority’s view is sought by the States of Jersey in connection with any new initiatives.
  11. To keep up to date with SOJ and SOJP policies which impact the work of the Authority.
  12. To review the records of complaints against members of the Honorary Police at Parish Halls determined by the Chair of the Authority in December each year.
  13. To attend meetings of the Authority as and when required (generally every quarter).

The role is a non-remunerated role, but members are permitted to claim reasonable expenses.  The time commitment is approximately one to two days per month, dependent upon the number and complexity of cases being supervised.

 

Member - Person Specification:

By Law, a person cannot be a Member of the Authority if s/he has been or is a member of the States of Jersey Police, a Port Control Officer, a member of the Honorary Police or member of any other Police Force; or if s/he is a member of the States or a Jurat.

 

A Member will ideally have the following:

  • Experience with a professional body.
  • An ability to review often complex reports, to adopt a challenging approach and be critical where appropriate.
  • A good command of the English language and excellent communication skills.
  • An ability to remain impartial in the supervision of a complaint
  • A common sense approach to problem solving.
  • An ability to work independently and without supervision.
  • An awareness of the need for and an ability to observe absolute confidentiality at all times.
  • Experience with the oversight of complaints would be an advantage, although is not necessary.
  • A track record of challenging decisions in a robust and assertive manner would be an advantage.
