Job Overview

This role leads a small team that represents the Drainage Authority during the planning process, conveyancing, and is responsible for the management of official public drainage records. A civil engineering or drainage background is preferred to manage the detailed development inquiries along with a knowledge of relevant legal and planning.

Job Purpose

Managing and controlling the effective operational delivery of the service and related facilities or physical resources, ensuring that services are joined up with the department’s business plan and Government policy with the aim of delivering world class services to customers.

Job Specific Outcomes

Implement delivery plans, including operational processes, preventative maintenance
programmes and multi-disciplinary engineering capital and replacement works and health and
safety compliance operations as applicable, to improve productivity and efficiency of services,
provide good customer focus and value for money and ensure the delivery of safe operations that
safeguard the health of staff and the public.

Oversee the best utilisation of staff and physical resources to support the effective management
of section facilities and operations, including planned and reactive work, by managing staff and
coordinating suppliers to ensure the delivery of high quality and cost effective services.

Supervise the operation of all of the service contracts ensuring that such contracts are kept up to
date and fit for purpose in order to balance effective service delivery with the evolving demands
and needs of the service.

Provide advice and guidance to senior management, the wider team and colleagues, so that operational process improvements and related decisions are made in line with policy, industry best practice and the latest legislative updates.

Review business processes and research standards, availability of new technology and innovation ensuring the operational effectiveness is maximised and that services are continuously improved upon and are consistently delivered to a high standard.

Qualifications

 

Degree qualification or equivalent gained by practical experience in a relevant specialism (e.g. Mechanical & Electrical / Electronic Engineering, IT and Software Engineering, Geotechnical and Drainage Engineering, Civil, Municipal and Traffic Engineering with at least
Technician Engineer status, Leisure Management)

Evidence of further relevant professional courses e.g. Health & Safety certificate (e.g. IOSH) or short courses / structured training in specialisms as detailed above as relevant to the service and specific job.

Middle management qualification or equivalent.

Knowledge

 

The latest theory and practices, processes and techniques as related to their industry, including ongoing Continuing Professional Development, 
Leading operational services as relevant to the overseen function

General skills / attributes

Problem solving, negotiation and influencing skills Confident decision-maker, Ability to develop innovative approaches to service delivery. Ability to lead, motivate and manage teams to facilitate achievement of high delivery and performance and manage

Ability to present effectively, both verbally and in writing

Ability to produce written materials (e.g. letters, reports, discussion papers, proposals) to a high level for presentation.
